(b) The park board shall hold at least one regular meeting each month. It may adopt and from time to time amend rules of procedure. It shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions and findings, which records shall be a public record. It shall make quarterly reports of its activities to the council. (c) An annual statement of the park board's receipts and disbursements shall be filed with the clerk immediately after the close of the calendar year and shall be included as part of the annual financial statement of the clerk. (Code 1 Sec 2 �IlEiii iiirneiiiri"t staiindairds Employment standards governing all personnel employed by the park board shall be the same employment standards as governing the professional supervisory and clerical employees of the city unless approved otherwise by the council. (Code 1 Sec 22 36 Pairilk fuind (a) For the purpose of carrying out the powers and duties of the park board, there is hereby continued as heretofore established in the treasury a special fund, to be called a park fund. The council may transfer to the park fund such moneys as it shall consider necessary for park purposes. (b) Each year, the park board shall present to the council, in such detail as the council shall require, its estimate of the financial needs of the board for the ensuing fiscal year. (c) The park board is authorized to receive gifts, devises, bequests, endowments, or other donations of money and property. All moneys received shall be deposited in the park fund. (Code 1 Sec 22 37 ir The park board shall have the power to establish, improve, ornament, maintain and manage parks, parkways, and recreational facilities, and shall have all other powers vested in it by law. The park board may periodically adopt a schedule of fees for program services and facility use. The council shall, however, receive recommendations from the park board with reference to land acquisition before the council acquires property for park purposes. The park board shall make recommendations to the council with regard to land acquisition matters, and shall also make recommendations to the planning commission regarding the dedication of land for park purposes in proposed plats. (b) The park board shall have full, absolute and exclusive control over all property set aside for park purposes.
