� <br />� <br />� <br />� <br />� <br />�. <br />� <br />� <br />� <br />Administration <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />_ $. <br />9. <br />10. <br />I1. <br />COUN'I'Y POLICE PROP�SED <br />Operative Assumptions <br />The Chief Executive Officer shall be accountable either through a board or election. <br />Same aspects shall be consolidated beyond the county leve�, such as the laboratory, <br />uniform reports and �omputer records. <br />Facilities shall be drawn from those presently in use. <br />A new law enforcement facility shall be established at a location determined by the <br />CEO. <br />Clothing, squads, patches, etc. shall be uniform and nat varied by political subdivi- <br />sion, except for minor identifiers. <br />Legislation shall designate the CEO as the Chief Law Enforcement Officer in the <br />county. <br />All police-related equipment presently owned by political sub-divisions shall become <br />the property of the new agency. <br />Personnel recruitment and training will be through one source. <br />Chartering legislation will preempt reformation of municipal law enforcement <br />agencies. <br />All but the top appointed positions shall be civil service classifications. <br />Consideration should be gfven to changing titles and structures from paramilitary to <br />organizational corporate models. <br />� Financin� <br />1. Financing will be through a special polic�taxation district. <br />� 2. Financing will be indexed to inflation rate. <br />3. There will be s two percent surcharge on all citations/fines to county police in <br />addition to present 10 percent on tsaffic violations. <br />� 4. All revenue from police functions shall go directly to the county police agency rather <br />than the general fund. <br />5. There should be a standardized user fee schedule. <br />� 6. An advisory board with members comprised of people from the community shall be <br />formed to address funding and the level of services. This board by statute would be <br />able to set the tax levy to support the level of law enforcement services in the county. <br />� Labor <br />, A jaint labor management committee shall be established to deal with issues such as <br />seniority, accrued vacation and comp time, employee benefits package, civiiianization, and <br />designation of the exclusive bargaining agent. <br />� <br />� <br />� <br />� <br />Operations <br />1. The agency will assume patrol and investigatfve functions now provided within ihe <br />county. <br />2. The autonamy of the present chiefs will be considered during formation. <br />3. Reduction in staff through attrition and early buy�uts is preferred. <br />14 <br />
