4/23/82 <br />CITY POLICY <br />TITLE Driveway Approaches iii the Boulevard <br />Background Statement: There are a iarge number of driveways existing in the <br />City that do not con£orm to City Code requirements, h9any of these were con- <br />structed without permits or approval by the City. �hese driveway approaches <br />were put in at varying tzmes over the years. The most pre�alent problem <br />associated with these driveways is being resoTved through amending the Code <br />to modernize it to be more in keepzng with the current community needs. Some <br />drivetiaays, however, will xemain in conflzct with even this amended set of <br />Code requirements. <br />The improper location, size, elevation, materaal, or simi�ar problem relating <br />to the drivetvay approaches has potential impacts in several regards. These <br />inciude not only the parcel being s�rved by the driveway approach itself, but <br />the adjacent land, neighborhood, overall community, and the motorzng pub�ze. <br />A clear and consistent approach is, therefare, needed to imgrove this long- <br />standing situation. � <br />Policy Statement: The pro�er installativn and maintenance of the driveway <br />approaches in the boule�ard areas have a potenfiial affect on the property <br />served, neighboring parcels, and the community at large. This affect includes <br />not only the overal� aesihetics, but also maintenance costs to the community, <br />utility �or the public to use the right-of-way, and safety of the traveling <br />public. To insure that these cai2cerns are protected, a strong program of <br />proper construction and maintenance techniques for the driveway approaches <br />is necessary. Secause of the disruption and expenses involved in correcting <br />drives�ay approaches that do nat meet the requzrements, having them proper�y <br />glaced initzallv is extremely important. Simiiarly, to meet these same <br />concerns, the most a�proprzate time to correct those long-standing situations <br />would be at the time other improvements are being done to tl�e roa�way or i�i <br />the boulevard area. <br />Procedure Statement: In order io provide for the proper construction, re- <br />construction, or heavy maintenance of driveway approaches lacated in the <br />boulevard area, the following procedure should be followed: <br />1} The staff should aid the citizenry in understandi�ng the regualations by <br />providing public educatiari material to contractors and citizens. <br />2) All SUCIl work z.al t}te rzght-of-way shall be done only a£�er obtaining a <br />permit for suclt an activity. <br />
