� <br />4/23/82 <br />CITY POLICY <br />TITLE Bench Signs in Boulevard � <br />Back round Statement: The current Ci�y Code specificaiiy says tha� <br />bench signs are allowed in the righ�-of-way. The reasan for this approval <br />is the benefit they provide the ci�izenry while waiting for public <br />buses �o arrive. tiaiihout the advertising space, it is doubtful �he <br />benches woul� be installed or properly maintained. Unfortunately, the <br />pZacement af these benches has not been caretully controlled or <br />scrutinized by either the City or Ramsey County, Although most of the <br />benches are along County roadways, neither the Coun�y nor the City has <br />folZawed a practice of requiring or issuing permits for these benches. <br />There are currently over 30 benches existing in the City, and the potential <br />exists for many more being placed in the future, In order to provide <br />adequate protection for the public to insure both high aesthetic quality <br />in the community and a safe transportation sys�em, a more controlled <br />manner needs to be estabZish�d for dealing wi�h these benches. <br />Policy Statement: The availability of bench seating in conjunc��on <br />with public bus transportation is a benefit to the community as long <br />as proper safeguards are provided for their number and location. The <br />placement of such benches, therefore, should be carefully contro�led. <br />Procedure Statement: Anyone wzshing to place a bench sign in the <br />� boulevard of any public roadway in the City of Roseville nay do so <br />oniy after complying with the f ollowing: <br />1. Obtain a right-af-way pexr.iit from th� Public Works Department. <br />Said permit may be issued when the following conditions are met: <br />(a) The bench would be placed at a bus stop o� an established <br />bus rau�e. <br />{b} The bench owner agrees to prompt�y remove the bench at <br />no cost to the city, if the bus stop or route is relocated <br />or terminated. Similarly, removal would occur if the city <br />de�ermines this to be necessary for public improvements or <br />main�enance activi�ties; or if determind by the City that <br />a safety hazard exists �ue to its lacation. <br />(c) The bench sha11 be placed so that no portian of it is <br />within {4') four feet of the nearest edge of the pave.ment <br />or �he curb and guiter of the adjacent roadway. <br />(d) The maximum size af the bench sha11 be (3�') three and <br />one-half feet high, (7') seven £eet long, and (3') three <br />feet wide. Th� exception to this general size requirement <br />would be that whenever the bench is to be lacated within (40') <br />forty feet of a corner as measured from the nearest corner <br />right-of-way line, that ihe maxi�um heigh� shall not exceed <br />(Z�'? two and one-half feet. <br />(e) The bench sha�l be of a single colar except a multicolored <br />advertising sign may be affixed to or may be used as the back- <br />r�st of the bench. <br />t�} No moze than one bench may be placed at a roadway inter- <br />section. <br />(g) No bench may be placed within (1000') one thousand feet <br />of any other bench along that same roadway. <br />(Yi) If the bench placement �s in a riinnesota Department of <br />
