The te�minal in Roseville on County Road C is a dis�ribution poini for the Twin Cities <br />area for many petroleum products. The Roseville terminal afso acts as a distribution <br />point for other parts of Minnesota and adjoining states throughout its pipeline system. <br />Facilities at the Terminal <br />A. Storage tanks <br />♦ There are 37 tanks ranging in size from 84,000 gallons to 3.33 miiiion <br />gallons_ <br />♦ The maximum capacity of aEl 37 tanks is 79,800,000 gaElons, b�t rareiy is <br />there more than 40,000,000 gallons in storage. <br />♦ These tanks contain ethanol, gasoline, jet fuel, fueE oil, and water. <br />♦ Pipelines carrying petroleum from tanks to distribution and pumping <br />centers within the terminal are above ground so that leaks and spilis are <br />easily observed_ Each tank has a manual and an electrically (motor) <br />operated block (shut-off) valve. Also, since the fire in 1980, Williams Pipe <br />Line Company has installed additional valves in the tanlc lines to minimize <br />product �low in case of fre. <br />� �h� ta�k a�r�a has �oser��0i� wate� li�es �r� thre� si�es a� rd at leasi 4hree <br />hydrants on each side. ln addition, Williams Pipe Line Company has an <br />internal water system with hydrants strategically �laced throughout the <br />tanks an� di�tributior area. The system is norrnal�y dry� ta prevent <br />freezing, but water will flow when a hydrant control valve is opened and <br />the air in the fine expelled. <br />♦ No tank has an installed fire suppression system such as CO2 nou�es or <br />dry chemical nozzles_ Each tank is diked to control any liquid flow. <br />Tanks that contain volatile fuel have vapor control systems. <br />♦ At ieast part of the tanks presently in use were built in the 1930's and <br />1940's. These tanks have been improved by welding the otiginal rivets <br />and seams. 13 tanks were built in the 1950's_ There is also a regular <br />inspection and maintenance system in place to repair the inside bottoms <br />when needed. The outside of the tanks are icept painted and cathodic <br />protection is applied to the outside bottom. Tank life is considered #o be <br />indefinite by Williams Pipe Line Company officiafs. <br />3-6 <br />
