or out of a storage tank and in the manifold area of a pipeline terminal. These valves
can be f the arually operated tye or of the electric power operated type as shawn
in Figure 8.
Manually operated valves reqire the presence of an individual to open and close fhe
valve. Electric power operated vatves are motor driven and can be eqipped with a
remote contro! feature. Power operated block valves can also be manually operated at
the valve.
Biock valves at the pipeline terminals in Roseville are shown schematically in Figure
14. Block valves in the Amoco Pipefine Company and Williams Pipe Line Company
pipelines in and around the twin city area are shown in Figure 13.
Block valves in Northem States Power Company's #ransmission and distribution
systems are shown in Figures 9 and 10.
Fire Preventon and Firefighting Foams
Syratheti foam re rcrgnized in the Unifcrm Fire Gde as effctive materials for
preventing and extinguishing petroEeum product fires. They are available for
frefighting purposes in two types: an Aqueous Film Forming Foam (AFFF) and an
Aqueous Film Forming foam/Alcohol Type Concentrate (AFFF/ATC}.
AFFF is a synttetic irefighting foam concentrate designed for use on no-palar,
hydrocarbon hazards. When proportioned with water and applied with conventional
foam or wateNfog equipment, AFFF provides excellent control and extinguishment of
Class B fires by spreading a vapor-seaiing film over the fiquid fuel. This vapor seal
inhibits reflash een when the foam blanket is ruptured and also allows the product to
be used to secure non-ignited spills. AFFF provides excellent penetrating and wetting
qualities when used on Class A fires. This is important when extinguishing deep-
seated fires in wood, paper, rubber tires, and other ordinary combustibles. AFFF is
available in 1°, 3%, and 6% concentration.
AFFF can be used with conventional foam equipment with fresh, sea, or brackish wate.
Self-educting foam noZZles and foam nozzles with in-line eductors are among the most
common types of hardware for application. This foam can be applied to fies
simultaneously with dry chemica! firefighting agents because the two are compatible.
This foam material may be stored in its unopened shipping container without cFange in
its originai physical or chemical characteristics.
AFFF/ATC is a versatile firefighting foam for protection of a wide range of Class B
fammable liquid hazards. AFFF/ATC is an all synthetic flm formig foam designed for
protection of water solble polar solvents as well as wa#er insoluble hydrocarbon
5-7
