Recommendation <br />1.'�7 The Fire Marsha! should ensure that evacuation plans are in place for all <br />commercial, public and high density residential buildings in Roseville <br />(could apply to ali emergencies). <br />Finding(s) <br />♦ In addition to regular firefighter training, the City currently participates in <br />emergency response training which includes one major drill each year. These <br />drilis include a variety of hypothetical situations including plane crashes, <br />tomados, chemical spills, and major fires. Participants inciude poiice, fire, o#her <br />local officials, and mutual aid cities. Drills have included pipeEine emergencies <br />in the past, but there is no set frequency for this training. <br />Recommenda#ions <br />1.18 Training on pipelinE emergencies and petroleum tank fires should be <br />conducted at least once every five years. This training should include <br />cooperative representaiion from all affected pa�ties inciuding but not <br />fimited to local emergency personnel, City staff, County and State <br />officials, mutual aid participants and local pipeline companies. <br />1.19 The City needs to conduct pipeEine fire exercises at the foliowing <br />locations: <br />♦ residences westerly (one or two blocks} from Central Park at <br />Lexington Avenue. <br />♦ rear of Crossroads Shopping Mall <br />♦ northerly from County Road C at the railroad tracks east of <br />Wifliams Pipe Line termina! to Long Lake Road <br />♦ southwest corner of Rice Street and County Road B where NSP <br />has a farge installation of pipes and regulator equipment enciosed <br />in a typical wood frame building. <br />Finding(s) <br />♦ Neither pipeline terminal has a� automatic fire suppression for their petro4eum <br />storage tanks. <br />♦ If a spill, tank rupture ar overtlow occurs, the best solution is to prevent the fire <br />with foam. Next best is to put the fire out with faam and the last resort is to let it <br />burn and prevent other tanks from catching fire. <br />8-7 <br />
