Recommendation <br />'! .25 The City Council should require that the Fire Chief furnish the City with a <br />copy of the Minnesota Fire Incident Reporting System (MFIRS) form as <br />filed with the State Fire Marshal's office for each pipeline, pipeline <br />terminal and tanker truck incident in the City_ The City Manager should <br />then take appropriate action. <br />Finding(s) <br />♦ A Community Awareness Response {CAER} program can be impiemented that <br />promotes cooperation between the public and private sectors in maiters of <br />emergency planning and response. The goal is for industry and government to <br />jointly develop an agreed-upon community plan for �mproved protection of lives <br />property and the environment in the event of release of hazardous materials or <br />natural disasters. <br />♦ CAER groups t�ave been formed in the Fridley area, Si. Cloud area, Steele <br />County, Duluth, and Washington - Da�COta counties. <br />♦ The Ramsey County Public Health Department through its En�ironmental Health <br />Division issues licenses to hazardous waste generators and hazardous waste <br />management facilities. TF�e City of Roseville has, within its borders, numerous <br />com�anies that use, generate, manage and wa�ehouse hazardous materials. <br />Recommendation <br />1.26 The City of Rosevifl� in consultation with the City's Fire Marshal and <br />Ramsey County's Environmenta! Health Division, should identify <br />companies who generate, use, manage and warehouse hazardous <br />materiaks within the City`s borders. <br />The City should then encourage identified companies to form a Roseville <br />CAER program similar to the CAER program in Fridley MN and other <br />Minnesota CAER groups. <br />Finding(s} <br />� Minnesota's setback rule for new residential or other development allows <br />buildings and pkaces of public assembly to be constructed up to the boundary of <br />the pipeline easement. <br />8-10 <br />
