♦ Unless a community has its own setback ordinance, the State's setback rule <br />applies. The City of Maplewood has developed a setback ordinance more <br />restrictive than the States setback rule. <br />Recommendations <br />1.27 The City of Roseville should adopt a pipeline setback ordinance using tt�e <br />Ciiy of Maplewood's ardinance as a guide. <br />1.28 The City of Roseville should not allow encroachment of structures by <br />private or public entities over a pipeline easement. <br />Finding{s) <br />♦ A major cause of pipeline accidents are "third party hits" by excavators digging <br />with power equipment ir� our streets and boulevards. <br />♦ Although some of the 'hits' are unreported nicks (an ultimate source of leaks) <br />others break through the pipe resulting in a reiease of oil, gasoline or natural <br />gas. <br />Recommendation <br />1.29 Excavating contractors, when operating in Roseville, shou[d be required <br />by ordinance to have a cellular telephone or mobile raciio at the job site. <br />This communication equipment is to be used by the contractor to call 911 <br />immediately to report a pipeline product release or call the pipeline <br />company in the event of a'hit' without a product reEease. <br />Finding(s) <br />♦ The Minnesota State Fire Marshaf's office reviews plans and specifications for <br />�ew construction for flammable and combustible liquids and gas installations <br />subject to the Uniform Fire Code. <br />Recommendation <br />1.30 The City of Roseville should formally request the State Fire Marsha! to <br />review existing equipment and procedures at #he Amoco Qil Company <br />and Williams Pipe Line Company ierminals. Upon completion of the <br />review, the Fire Marshal, in conjunction with the City's Fire Marshal, <br />should advise the City of any additional/n�w technology, equipment or <br />procedures that would further reduce the risk of fire at the pipeline <br />8-11 <br />
