The City should review and pursue the Fire Marshal's advice <br />with the pipeline operator/owner for action. <br />Finding(sy <br />♦ Current Minnesota Occupational Safety and Health Administration (MnOSHA) <br />inspections are conducted in reaction to empioyee complaints. <br />Recommendation <br />1.31 The City of Roseville should persuade MnOSHA to inspect conditions at <br />the Amoco Oil Campany and Williams Pipe Line Company on a five year <br />schedule. Northern States Power Company's operations in Roseville <br />should also be on the same schedule_ <br />Finding(s) <br />♦ From Snelling Avenue to Fairview Avenue, two large pipelines (Amoco and <br />Williams} carrying petroleum products at high pressure are installed in a right-of- <br />way (R-O-W) earthen embankment. At this location, the R-O-W is near and <br />along the rear of a shopping mall's parking ramp complex to i#s south and at the <br />rear of several blocks of homes to its north. The shopping malls are Rosedale <br />Commons and Crossroads. <br />♦ There is an alley, with foading docks, between the R-O-W and the shapping <br />mall's parking ramp complex. The alfey contains numerous storm water catch <br />basins and se�eral fire hydrants. One of Roseville's fire stations is located <br />nearby on Ckeveland Avenue. <br />♦ The embankment and terrain slope downward from Fairview Avenue towards <br />Snelling Avenue. A pipeline leaklspill in this area would cause iiquid fuel to flow <br />from the R-Q-W into the alley and storm drains and/or backyards of the homes. <br />This combina#ion of pipelines, shopping malls, parking ramp, residences, land <br />and embankment elevations produces a potential for a serious incident of fire <br />and pollution. <br />Recommendation <br />1.32 The City should requi�e its Public Works and Fire Departments to consult <br />with Amaco Pipeline Company and Wifliams Pipe Line Company to <br />determine how to minimize the risk of fire and poll�tion in this area. <br />8-12 <br />
