Human Rights Commission Minutes <br />September 19, 2012 <br />136 Chair Grefenberg explained that due process for officer removal as previously discussed by the <br />137 Commission had been added and further explained the redrafted By-Laws. <br />138 <br />139 Commissioner poneen provided further comment on this issue, noting the language under <br />14o Article 11, Officer Removal, provided a reasonable protocol to follow before removing officers <br />141 or members from a Committee. She found this to be a fair and transparent process. <br />142 <br />143 <br />144 <br />145 <br />146 <br />147 <br />148 <br />Commissioner Groff indicated the City Council only had the authority to remove and appoint <br />members from the Commission. <br />Chair Grefenberg stated this was the case; however, the Commission had the authority to select <br />its own Chair and Vice-Chair, and appoint committees and committee members. <br />149 Grefenberg questioned why the current draft By-Laws had both the officer or member under <br />150 challenge and the challenger recused from discussion on the matter in the Operations Committee, <br />151 referring to the draft ]anguage in the Report. Commissioner poneen agreed that this language <br />152 should be changed so- that the officer or member under challenge and the challenger could take <br />153 part in the Committee's discussion but would only be required to be recused from voting on the <br />154 matter. <br />155 <br />156 <br />157 <br />158 <br />159 <br />160 <br />161 <br />Commissioner poneen moved and Commissioner Singleton seconded a motion to approve the <br />proposed By-Laws with the changes noted above. Motion passed unanimously. <br />Commissioner Singleton also recognized Commissioner Brisbois for her assistance with the By- <br />Laws. <br />162 League of Minnesota Human Rights Commissioners September 23 Roseville meeting: <br />163 Chair Grefenberg noted the Board of Directors of the League of Minnesota Human Rights <br />164 Commissioners meeting in Roseville on September 23rd in the Skating Center at 12:00 p.m. He <br />165 encouraged any HRC members to attend. <br />166 <br />167 <br />168 <br />169 <br />170 <br />171 <br />Youth Commissioner Dao expressed interest. Discussion ensued regarding representation with <br />the League of Minnesota Human Rights Commissioners. Grefenberg indicated that Thelma <br />McKenzie and himself served on the League's Board of Directors, and that he informally saw his <br />role as representing the Roseville Commission. <br />172 Chair Grefenberg stated he would be willing to step down from his position December lst (the <br />173 League's annual meeting date) if another Commissioner wanted to assume this position. He <br />174 noted the group met around the State. <br />l75 <br />176 Regarding another League item, Commissioner poneen requested staff speak with local school <br />177 representatives regarding the essay contest to assure schools the contest would take place again <br />178 this year.
