<br />1022.02: DEFINITIONS 41 <br />The following terms shall have the following de finitions when used in this Chapter: 42 <br /> 43 <br />A. “AUAR” means the Twin Lakes Business Park Final AUAR update Adopted October 44 <br />15, 2007, as updated and amended form time to time. 45 <br />B. “Twin Lakes Overlay Redevelopment Area” means that area located within the City 46 <br />of Roseville shown in Table 1022-1. 47 <br />C. “Twin Lakes Overlay District” means the Twin Lakes Redevelopment Area. 48 <br />D. “Development” means any man-made change to improved or unimproved real estate 49 <br />including a change in use or the creation of a subdivision. 50 <br />E. “Block” means each individual Block of land within the Twin Lakes Overlay District 51 <br />as depicted in Table 1022-1. “Blocks” mean s two or more Blocks of land within the 52 <br />Twin Lakes Overlay District. 53 <br />F. “TLIIR” means the Infrastructure Improvements for the Twin Lakes AUAR Area 54 <br />Final Report, dated February, 2008, as upda ted and amended from time to time. 55 <br />G. “Roadway Infrastructure Improvements” means the roadway improvements set forth 56 <br />in the TLIIR. 57 <br />H. “Utility Infrastructure Improvements” means the utility improvements set forth in the 58 <br />TLIIR 59 <br />I. “Network Trip” means a vehicle trip that is generated be a Block within the Twin 60 <br />Lakes Overlay District that travels through a roadway in frastructure improvement 61 <br />identified in the TLIIR during the p.m. peak hour. The number of tr ips is equal to the 62 <br />number of roadway infrastructu re improvements traveled through. 63 <br />J. “Twin Lakes Roadway Improvement Cost Allocation Amount” means the total cost 64 <br />allocated to a Blockl under the TLIIR fo r the Roadway Infrastructure Improvements 65 <br />set forth in the TLIIR. 66 <br />K. “Twin Lakes Utility Improvement Cost A llocation Amount” means the total cost 67 <br />allocated to a Block under the TLIIR for th e Sanitary Sewer, Storm Sewer and Water 68 <br />Main improvements set forth in the TLIIR. 69 <br /> 70 <br />1022.03: INFRASTRUCTURE REQU IREMENTS AND STANDARDS 71 <br />In order to provide for the construction of adequate infrastructure to accommodate the 72 <br />redevelopment of the property within the Twin Lakes Redevelopment Area, all property within 73 <br />the Twin Lakes Overlay District is subject to the following development limitations and 74 <br />requirements: 75 <br /> 76 <br />A. Traffic Study: A traffic study prepared by a registered traffic engineer approved by the 77 <br />City shall be required from the property owne r(s) whenever development is proposed on 78 <br />a Parcel. The traffic study shall assess the potential traffic impacts on local and regional 79 <br />road systems and determine the amount of ch ange in Network Trips which will result 80 <br />from the proposed development. The propert y owner(s) shall pay for the cost of the 81 <br />traffic study. 82 <br />83
