<br />REQUEST FOR COUNCIL ACTION <br /> Date: 11/19/12 <br /> Item No.: 10.a <br />Department Approval City Manager Approval <br />Item Description: Discuss 2013 Public Works Work Plan <br />Page 1 of 3 <br />B ACKGROUND 1 <br />Each year Public Works staff monitors and evaluates the condition of City infrastructure for 2 <br />development of ongoing maintenance and replacement needs plans. We use this information to 3 <br />develop capital improvement plans and in the development of the annual budget request in these 4 <br />areas. We also work closely with Ramsey County and MnDOT on improvements to City 5 <br />infrastructure as a part of their road improvement projects within Roseville. 2013 proposed road 6 <br />construction on city streets is mainly mill and overlay or replacement of pavement due to surface 7 <br />distress related to age of pavement since many streets were reconstructed 20 to 30 years ago. 8 <br />The following are improvements that we are recommending for the 2013 construction season on 9 <br />the city system. We have attached a map of the proposed improvement areas. (Attachment A) 10 <br />We also have a preliminary work plan for utility improvements that is somewhat dependent on 11 <br />funding levels to be determined by the final 2013 utility rates that will be set in the next month. 12 <br />Ramsey County has not finalized their total work program for 2013. They were anticipating a 13 <br />mill and overlay on Rice St. from just south of Co. Rd. B to Larpenteur Ave. but it may be 14 <br />delayed due to a planned gas transmission line replacement by Xcel Energy in that area. This 15 <br />work plan is consistent with the 20 year capital improvement plan. 16 <br />P OLICY O BJECTIVE 17 <br />1. Pavement Management Program Projects: Each year the Public Works Department 18 <br />evaluates infrastructure needs based on the City’s Pavement Management Program and 19 <br />assessment of utility infrastructure. Streets in marginal condition are recommended for 20 <br />major maintenance by mill and overlay. Streets in poor condition are recommended for 21 <br />reconstruction. We propose to include the following street segments in our 2013 22 <br />construction contract: 23 <br />Mill and Overlay <br />Iona Lane (Dale St. to Western Avenue) Dellwood Ave. (Roselawn Ave. to Co Rd B) <br />Grandview Ave (St. Albans St. to cul de sac) Commerce St. (Snelling Service Dr. to Albert St.) <br />Lovell Ave (Grotto St to Dale St) Fry St. (Skillman Ave. to Co Rd B) <br />Cope Ave (Grotto St to Dale St ) <br />The Mill and Overlay projects are proposed to be financed through our street infrastructure 24 <br />funds and MSA funds. After receiving bids for th ese projects, we will request that the City 25 <br />Council award the bid to the lowest responsible bidder. 26 <br />Reconstruction: County Road D (Lexington Ave. to Victoria St.) jointly funded MSA 27 <br />project with the City of Shoreview. 28
