Ramsey County Recycling Strategies — Residential <br />4. Ramsey County requires each municipality to be responsible for developing a long -term <br />financing mechanism to fund its residential recycling program. <br />5. Ramsey County allows municipalities use of the County's statutory service charge authority, <br />through joint powers agreements with the County, to collect a municipal recycling fee for the <br />municipality. <br />6. Municipalities must provide the following minimum levels of service: weekly or every- other- <br />week collection, and collection of at least the following materials at curbside and multi -unit <br />properties: <br />a. Mixed paper (e.g., mail, office and school papers) <br />b. Newspaper, inserts and phonebooks <br />c. Glossy paper (e.g., magazines and catalogs) <br />d.Corrugated cardboard (e.g., mailing boxes and moving boxes) <br />e. Paper board or boxboard (e.g., cereal boxes, shoe boxes, and boxes from toothpaste, <br />medications and other toiletries) <br />f. Metal food and beverage cans <br />g. Plastic bottles (such as those for beverages, condiments, detergent, shampoo and body <br />lotion) <br />h.Glass food and beverage containers. <br />7. Ramsey County expects municipalities to add materials to their collection streams as markets <br />become available. <br />8. Ramsey County will develop and implement a performance scorecard for cities to measure their <br />progress toward achieving recycling goals. Municipalities will work with Ramsey County to <br />annually monitor progress in meeting recycling goals. Failure to meet stated goals will result in <br />intensive collaboration with the County to identify and remedy gaps and, as a least- preferred <br />consequence, will result in the County withholding SCORE grant funds. <br />9. Municipalities shall make their best effort to maximize collection and marketing of residential <br />recyclable materials. Municipalities shall strive to avoid disruptions in established municipal <br />recycling programs due to temporary difficulties in marketing specific materials. <br />10. Ramsey County will provide support to municipalities through the existing County Recycling <br />Markets Support Fund and its guidelines. <br />11. If a municipality fails to demonstrate existing recycling service to all residents at their place of <br />residence, including multi -unit buildings, the County will ensure provision of such service. In <br />that event, the County will retain any portion of the municipality's SCORE grant sufficient to <br />cover the County's cost to provide for that service, and will charge the appropriate party in the <br />municipality for costs not covered by the municipality's SCORE grant. <br />12. Ramsey County will support municipalities in creating away- from -home recycling opportunities <br />at locations such as parks, athletic fields, arenas, and recreation centers and at municipally <br />sponsored events. <br />Ramsey County Solid Waste Master Plan 2011 -2030 Page 125 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />
