13. Ramsey County encourages and will support municipalities that work together to coordinate or <br />consolidate recycling services, contracts, staffing, and outreach to increase recycling <br />participation and quantities collected, save funds, develop expertise, and increase consistency <br />and efficiency in service delivery <br />14. Ramsey County will offer technical assistance and consultation to public entities for recycling <br />and other solid -waste issues, including offering contracted technical assistance to municipalities. <br />Ramsey County Recycling Strategies — Non - Residential <br />15. Ramsey County will collaborate with municipalities and others to perform a review of non- <br />residential recycling services to determine levels of consistency, opportunities for co- collection <br />with residential recycling, and other methods to increase collection of non - residential <br />recycla bles. <br />16. Ramsey County will review plans submitted by licensed food and beverage establishments, and <br />ensure that licensees meet recycling requirements in the Food Protection Ordinance by Ramsey <br />County. Ramsey County encourages Saint Paul and Maplewood to do likewise. <br />17. Beginning in 2012, Ramsey County will develop and implement a comprehensive non - residential <br />recycling outreach program, including these elements: <br />a. outreach and education to increase awareness about recycling, including an east metro <br />organics and recycling website targeting non - residential generators; <br />b. technical assistance and consultation, likely provided by one or more professional <br />consultants, to assist non - residential generators in making decisions that maximize <br />recycling; and <br />c. a targeted grants program for non - residential recycling. <br />18. Ramsey County will perform research, including an analysis of business -based GIS data, to <br />identify and target non - residential sectors for organics and recycling outreach efforts. This <br />research will highlight low- performing sectors as well as areas where outreach efforts are likely <br />to achieve the greatest impact on higher recycling rates. <br />19. The County will evaluate and may provide financial support to stimulate collection and <br />marketing of recyclables through grant programs with public entities. <br />20. Ramsey County will use the CEC as an incentive for non - residential recycling and will promote <br />the financial benefits of non - residential recycling. <br />21. The County will evaluate progress in meeting the State's policy plan objectives for recycling, as <br />well as the level of service availability. Ramsey County supports efforts to work collaboratively <br />to develop a standard non - residential recycling data collection program. Should evaluation of <br />non - residential recycling show that there is not significant progress towards enhancing non- <br />residential recycling collection by 2017, the County will explore the use of regulatory tools. <br />22. Ramsey County will work with the SWMCB to explore the expansion of regional hauler licensing <br />to include recycling haulers. <br />23.
