Organized Collection
<br />A system for collecting solid waste in which a specified collector, or a
<br />member of an organization of collectors, is authorized to collect from a
<br />defined geographic service area or areas some or all of the solid waste that
<br />is released by generators for collection. (Minn. Stat. §115A.94, Subd. 1)
<br />Policy Plan
<br />The Metropolitan Solid Waste Management Policy Plan, a regional policy
<br />plan for solid waste management in the Twin Cities metropolitan area,
<br />adopted by the Office of Environmental Assistance (OEA) as required
<br />under Minn. Stat. Sec. 473.149. The Solid Waste Management
<br />Coordinating Board (SWMCB) and Office of Environmental Assistance
<br />jointly developed the current Policy Plan, adopted in October 1997.
<br />Pollution Prevention
<br />Eliminating or reducing at the source the use, generation, or release of
<br />toxic pollutants, hazardous substances, and hazardous wastes. (Minn.
<br />Stat. §115D.03, Subd. 8.)
<br />Problem Material
<br />Material that, when it is processed or disposed of with mixed municipal
<br />solid waste, contributes to one of the following results: 1) the release of a
<br />hazardous substance, or pollutant or contaminant, as defined in section
<br />115B.02, subdivisions 8,13, and 15; 2) pollution of water, as defined in
<br />section 115.01, subdivision 5; 3) air pollution, as defined in section 116.06,
<br />subdivision 3; or 4) a significant threat to the safe or efficient operation of
<br />a solid waste processing facility. The four conditions are further defined in
<br />(Minn. Stat. §115A.03, Subd. 24a).
<br />Processible Waste
<br />Acceptable waste brought to a resource recovery facility that may be
<br />mechanically processed using the existing technology at the facility.
<br />Processing
<br />The treatment of waste after collection and before disposal. Processing
<br />includes but is not limited to reduction, storage, separation, exchange,
<br />resource recovery, physical, chemical, or biological modification, and
<br />transfer from one waste facility to another. (Minn. Stat. §115A.03, Subd.
<br />25) For purposes of certification of unprocessed waste, per Minn. Stat.
<br />§473.848, "storage," "exchange," and "transfer' are excluded.
<br />Product Stewardship
<br />The concept that all parties who have a role in producing, selling or using a
<br />product, including material suppliers, manufacturers, retailers and
<br />consumers, assume responsibility for the environmental impacts of a
<br />product throughout its life- cycle. These include impacts from the selection
<br />of raw materials, the design and production processes, and the use and
<br />disposal of the product.
<br />Public Entities
<br />Any unit of State or local government, including counties, cities, towns,
<br />metropolitan agencies and districts, special districts, school districts, or
<br />any other general or special purpose unit of government in the state.
<br />(Minn. Stat. §115A.471) With regard to certain public entity procurement
<br />standards established in Minn. Stat. §16B.122, "public entities" also
<br />includes any contractor acting pursuant to a contract with a public entity.

<br />Reciprocal Use Agreement
<br />An agreement among counties to allow residents of one county to use
<br />certain services (e.g., household hazardous waste collection) provided by
<br />another county that is party to the agreement.
