Recyclable Materials <br />Materials that are separated from mixed municipal solid waste for <br />(Recyclables) <br />recycling, including paper, glass, plastics, metals, automobile oil, and <br />batteries. Refuse - derived fuel or other material that is destroyed by <br />incineration is not a recyclable material. (Minn. Stat. § 115A.03, Subd. <br />25a) <br />Recycled- content <br />Used to describe a product that contains recycled materials. Often further <br />clarified as to "post- consumer" recycled content and /or "pre- consumer' <br />or "post- industrial" content. "Post- consumer" refers to a finished material <br />that would normally have been discarded as solid waste, having completed <br />its life cycle as a consumer item (Minn. Stat. §166.122, Subd. 1c; and Minn. <br />Stat. §115A.03, Subd. 24b), but instead was used to manufacture a <br />recycled- content product. "Post- consumer" is typically thought of as <br />those recyclable materials collected from residents and businesses in <br />recycling programs. "Pre- consumer" or "post- industrial" typically refer to <br />recyclable materials that come from manufacturers and product <br />converters, including damaged or obsolete products, overruns, and <br />trimmings. These materials have not yet completed a life cycle as a <br />consumer item. <br />Recycling <br />The process of collecting and preparing recyclable materials and reusing <br />the materials in their original form or using them in manufacturing <br />processes that do not cause the destruction of recyclable materials in a <br />manner that precludes further use. (Minn. Stat. §115A.03, Subd. 25b) <br />Refuse - derived Fuel <br />The product resulting from techniques or processes used to prepare solid <br />waste by shredding, sorting, or compacting for use as an energy source. It <br />consists of lighter weight materials such as paper products, with most <br />metals, glass, and other non - combustible materials removed. <br />Residuals, Residue <br />Waste materials remaining after processing waste for the separation and <br />recovery of materials or energy. <br />Resource Conservation <br />Preserving raw materials, energy, water, or other materials for future use. <br />Resource Recovery <br />The reclamation for sale, use, or reuse of materials, substances, energy, or <br />other products contained within or derived from waste. (Minn. Stat. § <br />115A.03, Subd. 27) Resource recovery is typically used to refer to the <br />recovery of energy and usable materials during the processing of mixed <br />municipal solid waste. <br />Resource Recovery Facility <br />A waste facility established and used primarily for resource recovery, <br />including and appurtenant facilities such as transmission facilities and <br />transfer stations primarily serving the resource recovery facility. (Minn. <br />Stat. §115A.03, Subd. 28) <br />Resource Recovery Project <br />A joint powers agreement between Ramsey and Washington Counties to <br />(RRP) <br />protect and ensure the public health, safety, welfare and environment of <br />each county's residents and businesses through sound management of <br />solid and hazardous waste generated in each county and collaboration on <br />many waste management activities. Additionally, the RRP has an <br />agreement with Resource Recovery Technologies through 12.31.12 for the <br />purpose of processing waste through resource recovery. <br />Reuse <br />The practice of avoiding disposal of material that would become solid <br />waste were it not put to use again in its original form. <br />Ramsey County Solid Waste Master Plan 2011 -2030 Page 161 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />
