SCORE <br />Acronym for "Select Committee on Recycling and the Environment," a <br />State task force appointed by the Governor in the 1980's to recommend <br />strategies for supporting recycling in Minnesota. "SCORE" is commonly <br />used to refer to State grant funding to counties to support local source <br />reduction and recycling programs. <br />Separately Managed Wastes <br />Waste materials that are managed as discrete waste streams, such as <br />lead -acid batteries, recyclables, or infectious wastes. <br />Service Charge <br />Under the authority granted in Minn. Stat. §400.08 and §473.811, subd. <br />8a, a fee collected for services rendered by a county or by extension <br />through joint powers agreements, by municipalities of the County. <br />Solid Waste <br />Garbage, refuse, sludge from a water supply treatment plant or air <br />contaminant treatment facility, and other discarded waste materials and <br />sludges, in solid, semisolid, liquid, or contained gaseous form, resulting <br />from industrial, commercial, mining, and agricultural operations, and from <br />community activities, but does not include hazardous waste; animal waste <br />used as fertilizer, earthen fill, boulders, rock; sewage sludge, solid or <br />dissolved material in domestic sewage or other common pollutants in <br />water resources, such as silt, dissolved or suspended solids in industrial <br />waste water effluents or discharges which are point sources subject to <br />permits (in federal law), dissolved materials in irrigation return flows; or <br />source, special nuclear, or by- product material as defined by The Atomic <br />Energy Act of 1954, as amended. (Minn. Stat. Sec. 116.06, Subd. 22) <br />Solid Waste Management <br />A board formed under a Joint Powers Agreement, consisting of two <br />Coordinating Board ( SWMCB) <br />Commissioners from each of the six metropolitan counties, plus two ex- <br />officio members: the Director of the Minnesota Office of Environmental <br />Assistance and the Commissioner of the Minnesota Pollution Control <br />Agency. SWMCB is established to coordinate solid waste planning and <br />programming on a regional basis. <br />Solid Waste Management Tax <br />A percentage tax collected by the State for management services for MSW <br />and non -MSW (specifically construction waste, infectious waste, and <br />industrial waste). Services subject to the tax include collection, <br />transportation, processing, and disposal. Service providers (such as <br />haulers and landfill operators) who directly bill generators or customers <br />are responsible for collecting and remitting the tax. The rate in 1998 is <br />9.75% for residential generators and 17% for commercial generators. <br />Source Reduction <br />An activity that prevents generation of waste or the inclusion of toxic <br />materials in waste, including: (1) reusing a production in its original form; <br />(2) increasing the life span of a product; (3) reducing material or the <br />toxicity of material used in production or packaging; or (4) changing <br />procurement, consumption, or waste generation habits in smaller <br />quantities or lower toxicity of waste generated. (Minn. Stat. §115A.03, <br />Subd. 36b) <br />Source Separation <br />Separation of recyclable, compostable, or other materials by the waste <br />generator prior to collection. <br />Source- separated <br />"Source- separated compostable materials" refers to materials that: <br />Compostable Materials <br />(1) are separated at the source by waste generators for the purpose of <br />preparing them for use as compost; <br />(2) are collected separately from mixed municipal solid waste, and are <br />Ramsey County Solid Waste Master Plan 2011 -2030 Page 162 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />
