Ramsey County Solid Waste Master Plan 2011 -2030 Page 163 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />governed by the licensing provisions of section 115A.93; <br />(3) are comprised of food wastes, fish and animal waste, plant <br />materials, diapers, sanitary products, and paper that is not <br />recyclable because the commissioner has determined that no <br />other person is willing to accept the paper for recycling; <br />(4) are delivered to a facility to undergo controlled microbial <br />degradation to yield a humus -like product meeting the agency's <br />class I or class 11, or equivalent, compost standards and where <br />process residues do not exceed 15 percent by weight of the total <br />material delivered to the facility; and <br />(5) may be delivered to a transfer station, mixed municipal solid waste <br />processing facility, or recycling facility only for the purposes of <br />composting or transfer to a composting facility, unless the <br />commissioner determines that no other person is willing to accept <br />the materials. <br />(Subd. 32b.MS 1994 [Renumbered subd 32d]) <br />Source- separated recyclable <br />Recyclable materials, including commingled recyclable materials, that are <br />materials <br />separated by the generator. <br />Sustainable Building <br />The Minnesota Office of Environmental Assistance defines a "sustainable <br />building" as one that is healthy and comfortable for its occupants and is <br />economical to operate. It conserves resources (including energy, water, <br />raw materials and land) and minimizes the generation of toxic materials <br />and waste in its design, construction, landscaping, and operation. A green <br />building also consider historic preservation and access to public <br />infrastructure systems, as well as the entire life cycle of the building and its <br />components. <br />Tipping Fee <br />The fee charged by solid waste facilities to waste haulers, collectors, or <br />other parties for the privilege of depositing or "tipping" waste. <br />Toxicity <br />Under Minn. R. 7045.0131, toxicity is one of the six characteristics of <br />hazardous waste. Contaminants of concern include heavy metals, such as <br />lead or mercury, volatile organic compounds, such as benzene or <br />chloroform, semi - volatile organic compounds, such as pyridine or <br />nitrobenzene, and pesticides /herbicides, such as endrin or lindane. <br />Toxicity Reduction <br />Term used to refer to efforts to reduce the toxic or hazardous character of <br />the waste stream. <br />Transfer Station <br />An intermediate waste facility in which waste collected from any source is <br />temporarily deposited to await transportation to another waste facility. <br />(Minn. Stat. §115A.03, Subd. 33) <br />Unacceptable Waste <br />Waste that is not acceptable at a resource recovery facility under the <br />terms of the service agreement. <br />Volume -based <br />A graduated pricing system for waste collection services in which the fees <br />(Weight- based) Fees <br />increase for larger quantities of waste collected. <br />Waste <br />Solid waste, sewage sludge, and hazardous waste.
