recommend the Council allow the Civic Engagement Task Force remain in existence
until a final decision was reached on the future form of the task force. Motion
passed unanimously.
Communications from the Public: Chair Grefenberg reviewed the communications
from the public noting he would not be responding to Mr. Houck's letter. (A copy of
this letter was available at the entrance to the meeting room.)
Commissioner Brisbois agreed with this stance as the letter was a personal attack
against Chair Grefenberg and no further action should be taken. She stated the
actions of the HRC were made as a group and not by any one single person.
Commissioner Thao asked if Mr. Houck deserved a response from the group to
acknowledge his concern.
Chair Grefenberg was in favor of letting the matter go with Mr. Houck.
Commissioner Brisbois suggested the group consider how to respond as a
Commission in the future to concerns and that this be discussed as a future agenda
item.
City Manager Malinen indicated there was no specific protocol for responding to
concerns and this was left up to the Commission.
Commissioner Thao was in favor of responding in a professional manner on behalf of
the Commission.
Chair Grefenberg indicated he would draft a letter to Mr. Houck and forward it to the
Commission for review prior to being sent. The HRC agreed with this suggestion.
Chair Grefenberg stated another letter was received from an anonymous member of
the community expressing concern over a comment made at a joint meeting of the
City Council and the Housing and Rehabilitation Authority. The letter was anonymous
and addressed to City Manager Malinen. He questioned how the HRC wanted to
proceed with this matter. He suggested no action be taken.
Commissioner Thao indicated the HRC could take no action as the letter was sent to
the City anonymously.
Commissioner Doneen suggested the HRC investigate the concern raised in the letter
and not worry about responding to the letter.
Chair Grefenberg noted he spoke with the HRA Chair Dean Maschka regarding the
matter. The comment was simply stating that young families were moving into
Roseville. He supported Commissioner Brisbois' recommendation to discuss at a
future meeting policy responding to communications from the public.
City Manager Malinen indicated this may have to be done on a case -by -case basis,
especially when comments were sent in anonymously.
Program Planning Committee Report
Commissioner Thao recommended a program list be updated.
