Commissioner Becker volunteered to serve on the Outreach Committee. <br />Commissioner Singleton stated he would serve ^� �r ^a�,;°^r in an advisory capacity to the <br />Outreach Committee. <br />Chair Grefenberg moved and Commissioner Brisbois seconded a motion to approve the 2013 <br />membership of Commissions Standing Committee "� as follows: <br />Program Planning Committee: Chair Kristin Doneen, Kaying Thao and Gary Grefenberg <br />Operations Committee: Chair Gary Grefenberg, Kristin Doneen and Vice Chair Jill <br />Brisbois <br />205 Outreach Committee: Jill Brisbois, Wayne Groff and Scott Becker <br />206 Youth Engagement T���� Committee: Marie Siliciano, Joan Dao, Julia Laden, Gary <br />207 Grefenberg and Kaying Thao <br />208 <br />209 <br />Zio <br />211 <br />212 <br />213 <br />214 <br />215 <br />216 <br />217 <br />218 <br />219 <br />220 <br />221 <br />222 <br />223 <br />224 <br />225 <br />226 <br />227 <br />228 <br />229 <br />230 <br />231 <br />232 <br />233 <br />234 <br />235 <br />236 <br />Motion passed unanimously. <br />By-Laws Clarification <br />Chair Grefenberg reviewed �e�t������t�e T���� his proposed language ��s <br />clarifications to the Mission Statement and Purpose sections of the HRC By-Laws, notin_� that <br />these were in the Commission's meeting_packet. He mentioned that in preparing the <br />Meadowlark grant application he had noticed that these two sections had bad syntax ��.��.�� <br />*'�° r � a°*^;' .�;*'� +'�° �- � and did not adequately reflect the dual nature of the <br />Commission's purpose, that is, Human Rights and Civic Enga�ement. <br />� The Chair requested the Mission Statement now read: The Human Rights Commission <br />p�ovides leadership and advocacy intended to secure human and civil rights for Roseville <br />residents, and to advise City officials on engaging City residents in civic governance and <br />community affai�s. <br />Chair Grefenberg suggested the purpose statement now read: To secure for all citizens full <br />human and civil �ights, and to inc�ease the sense of community and achieve full participation <br />and engagement in our civic affairs by the following means. <br />The last change requested was to Letter C, which should read: Advising the Mayor and City <br />Council on polices and issues rega�ding human �ights and civic engagement as they affect our <br />community. <br />Chair Grefenberg moved and Commissioner Singleton seconded a motion to revise the HRC <br />Bylaws Mission Statement and Purpose as described above. <br />Commissioner Singleton requested the words City Manager be added to Item C, so it reads: <br />
