The City Manager contacted 3 <br />Decision Resources who indicated that they simply missed the deadline and did not submit. 4 <br />B UDGET I MPLICATIONS 5 <br />None. 6 <br />S TAFF R ECOMMENDATION 7 <br />Staff recommends that the Council award a contract to Cobalt Community Research, based upon 8 <br />review of all the submittals. A copy of the strengths and weaknesses of the responding survey 9 <br />firms has been included as Attachment A. 10 <br /> 11 <br />Prepared by: William J.
