Approximately 670 mailed notices about the meetings will be sent 33
out to the surrounding neighborhoods. Information about the meetings will also appear on the 34
City website, CTV 15, the Roseville Patch, Roseville Review and other area newspapers. 35
Information will be provided electronically to Next Door.com and city email lists. 36
37
It is anticipated that staff will bring back the final report recommendations to the RHRA Board 38
and City Council in June. The Council is encouraged to attend the neighborhood meetings. 39
The RHRA is working with the Roseville Fire Department to have the structures at 2325 Dale 40
Street be part of a controlled burn sometime in April. 41
Multi-Family Rental Housing Licensing 42
RHRA staff has been working on creating program guidelines for a new multi-family rental 43
housing licensing program that would incentivize multi-family property owners. The RHRA 44
Board received testimony from the public regarding a proposed licensing program at its 45
November 20, 2012 meeting. (See RHRA minutes in Attachment A). 46
Based on the input and reviewing best practices in other communities, staff has drafted an 47
outline of a potential multi-family licensing program. The proposed program would require 48
rental housing buildings with five or more units to be licensed with the City. As currently 49
contemplated, the program will require inspections of the rental properties and depending on the 50
classification of the rental property license, par ticipation in the Crime Free Housing program and 51
other educational programs hosted by the City. The inspections will be conducted by third-party 52
inspectors, with the property owners paying for the costs of inspections. 53
Attachment B contains detailed information on the proposed program that the RHRA Board 54
reviewed at its February meeting. RHRA and City Staff will continue to work on the details, but 55
staff wanted to bring the matter up for additional discussion with the RHRA and City Council in 56
order to receive additional input for the shaping of the program. In the upcoming months, an 57
ordinance will be drafted and there will be hearings for the public and property owners to weigh 58
in on the proposed program and subsequent ordinance. 59
60
Prepared by: Patrick Trudgeon, RHRA Executive Director (652) 792-7071

Attachments: A: January 15, 2013 Roseville HRA Minutes
B: Proposed Multi-Family Housing Rental Licensing Program
