Information Reports and Other Business (Verbal Reports by Staff and Board Members) 9 <br />Ms. Kelsey referenced monthly foreclosure comparisons on an annual basis; noting that all 10 <br />communities were moving back toward pre -2008 foreclosu re trends, with Roseville trending in that 11 <br />direction as well. 12 <br /> 13 <br />At the request of Chair Maschka, Ms. Kelsey advised that, according to tracking by the Area Realtors 14 <br />Association, not only sales have increased over the last few months, but median values have increased 15 <br />as well. Ms. Kelsey attributed this to less competition from sales of foreclosed properties. 16 <br /> 17 <br />1 1 . Recess 18 <br /> 19 <br />Chair Maschka recessed the business portion of the meeting at approximately 6:10 p.m. and 20 <br />reconvened in work session for the purpose of hos ting an open forum and receiving public 21 <br />comment regarding rental licensing in Roseville. 22 <br /> 23 <br />Rental Licensing Open Forum 24 <br />Chair Maschka clarified that it was the HRA’s intent to listen, noting that the process was very 25 <br />preliminary at this point, and the intere st of the HRA was to hear from rental property owners, 26 <br />landlords, tenants, and other interested parties from the community and beyond. 27 <br /> 28 <br />HRA Executive Director Patrick Trudgeon expressed appreciation to the audience for their attendance 29 <br />(approximately 30 -35 attendees), noting the extensive outreach attempted by staff, with approximately 30 <br />4,700 mailed invitations being sent out. 31 <br /> 32 <br />Mr. Trudgeon reiterated the comments of Chair Maschka that this forum was intended as the first step 33 <br />in a long process, and was seen as a listening session. Mr. Trudgeon referenced the CURA report that 34 <br />was provided, and available in the back of the Council Chambers, with the report including comparable 35 <br />information on rental licensing of other communities. 36 <br /> 37 <br /> Mr. Trudgeon advised that the HRA was seeking comment related to multi -family rentals and potential 38 <br />licensing of that housing in Roseville from various perspectives, especially those in attendance at 39 <br />tonight’s forum. Mr. Trudgeon noted that the City had no program in place yet, an d was still 40 <br />researching options, but noted the importance of recognizing this mostly unregulated housing segment 41 <br />in the community, with 5,000 rental units, or 1/3 of the housing stock in Roseville. Mr. Trudgeon noted 42 <br />that the majority of those rental prop erties are well -maintained and well -managed; but there was 43 <br />ongoing concern that as that housing stock continued to age, it could lead to issues down the road, with 44 <br />the intent to ensure that the City was aware of housing stock conditions and provide assista nce as 45 <br />necessary. 46 <br /> 47 <br />Mr. Trudgeon referenced the community vision in the Imagine Roseville 2025 documents, and one of 48 <br />its goals to vigorously enforce housing codes in the City through implementation of housing 49 <br />inspections . Mr. Trudgeon noted that this foc us on multi -family properties in Roseville was shared by 50 <br />the City Council to make sure all properties continued to sustain themselves and provide a positive 51 <br />impact on surrounding neighborhoods and the community as a whole. Mr. Trudgeon reiterated that, 52 <br />wh ile the majority of properties in Roseville were an asset to the community, there were a problem few 53 <br />with repeat problems and issues, some of which were able to be addressed through the City’s recently -54
