Commissions. The concept was to develop one code in order to have commissions following the <br />same rules with certain exceptions since there were different functions for each commission. <br />Mr. Malinen explained that comments were being taken by the Council and a Council committee <br />of two council members had been set up at this time to consider the role of city commissions, <br />and would also be reviewing the draft Uniform Code. <br />Commissioner Doneen said she recalled that when the Operations Committee met with Mr. <br />Malinen and Ms. Curti and had recommended the Human Relations Program phrasing (lines <br />407 -408 of Attachment A. Agenda Item # 6A) be removed from the specific Human Rights <br />Commission ordinance, and asked how the Commission should approach that issue. <br />Mr. Malinen said he understood that the Council Committee previously referred to would be <br />taking a look at such language. Commissioner Doneen then asked whether the Committee was <br />interested in the Commission's comments, to which Mr. Malinen responded that the Committee <br />was just beginning its work and he did not know what their approach would be. <br />Commissioner Singleton asked if the language before the Commission was what staff thought <br />should be approved and whether staff was open to suggestions on the language, or if the <br />document was going to be submitted to the Council as is. City Manager Malinen responded in <br />the affirmative. <br />Vice -chair Brisbois indicated that as she understood it Chair Grefenberg wanted to bring these <br />possible changes to the Commission's attention, requested that any comments or concerns as to <br />possible changes be brought to him, and then have a broader discussion on these changes at a <br />future Commission meeting. <br />Commissioner Doneen said she believed the Operations Committee had also questioned the <br />language on the decision - making authority of any commission (lines 44 -45). City Manager <br />Malinen said he thought that the new language now before the Commission had tweaked that <br />issue. Mr. Singleton volunteered that it had not. <br />There followed Commission discussion on the specific meaning of lines 44 -46 in the proposed <br />Uniform Commission Code: No commission or board shall have decision - making power, unless <br />mandated by state statute or other local ordinance. Commissioner Singleton dais he supported <br />the concept of having a uniform code for all city commissions. <br />Vice -Chair Brisbois asked if the code had been drafted by the City Attorney. City Manager <br />Malinen answered that it probably had been but would certainly be reviewed before the Council <br />adopted it. This had been completed. <br />Vice -Chair Brisbois suggested the Commission members review the document in further detail <br />and provide staff with comments, revisions or concerns. <br />Strategic Planning: Review 2012 Plan and 2013 Preliminary Plan <br />5 <br />
