2014-2015 Budget <br />Budget Program Descriptions <br />Administration: Human Resources-Administration of human capital; benefits and wellness; <br />compensation; employee/labor bargaining and relations; employee training and development; <br />communications; and, legal compliance and record keeping. <br />Administration: Organizational Management-Time spent planning, leading, and organizing the <br />City and department; participating in general training or meetings, conducting performance <br />evaluations, etc. <br />Elections <br />Elections-Contract with Ramsey County to administer elections, educate voters about <br />elections/voting/absentee voting/precinct locations, assist with absentee voting, annual <br />maintenance fee. <br />Legal <br />Civil Attorney–Annual retainer plus out-of-pocket expenses. <br />Prosecuting Attorney–Annual retainer plus out-of-pocket expenses. <br />Special Services-Contingency amount budgeted for lawsuits and/or other actions. <br />Recycling <br />Recycling collection, processing and marketing contract–Contracting for collection, processing <br />and marketing of the City’s recyclables; overseeing the contract; conducting the contracting <br />process. <br />Communications/Outreach–Coordinate communications to the public and the news media <br />regarding the City’s solidwaste and recycling programs. <br />Data reporting–Reporting to Ramsey County and the State of Minnesota information related to <br />our solid waste and recycling programs. <br />Program Administration–Coordinating special events including the Clean Up Day, Zero Waste <br />events, and shredding day. <br />Administrative Service Charge–This represents an internal charge (expense) to reflect general <br />overhead-type expenses that are paid for by the City’s General Fund, but incurred within <br />programs or functions in other Funds. <br /> <br />
