Vision Internet offered all the key features identified, Jesse James Creative met most of the key <br />121 <br />features and CivicPlus only offered one of the key features. <br />122 <br />Each company was scored using this formula: RFP review (40%) + Pricing (30%) + Interview <br />123 <br />(30%). The rating scale was: 1 = below average, 5 = average and 9 = above average. The <br />124 <br />compiled scores were: <br />125 <br /> Vision Internet 6.8 <br />126 <br /> CivicPlus 6.29 <br />127 <br /> Jesse James Creative 5.61 <br />128 <br />The committee affirms its top ranking of Vision Internet and recommends contracting with them <br />129 <br />for website redesign. However, the committee also found all of the proposals for website <br />130 <br />redesign lacked robust civic engagement components, and would find Vision Internet most <br />131 <br />engaging while being used with additional services that were reviewed. <br />132 <br />Additional Services Reviewed <br />133 <br />Civic Engagement <br />134 <br />The Request for Proposals stated that a goal of this project is to enhance civic engagement <br />135 <br />through electronic communications. Proposers offered several methods to do this, but these <br />136 <br />methods were not very robust. The committee thought programs from third party service <br />137 <br />providers were much more likely to engage residents. These programs included mobile request <br />138 <br />for service platforms and email communications programs – which will be discussed later. <br />139 <br />During interviews with vendors the committee became aware of additional firms that offer more <br />140 <br />broad based civic engagement services. For instance, Peak Democracy offers Open Town Hall, <br />141 <br />an online public comment platform (used by St. Paul) where staff posts specific proposals or <br />142 <br />topics and invites residents to comment. A similar platform is offered by MindMixer. <br />143 <br />GovDelivery offers a more robust version, that even includes group workspaces, called <br />144 <br />Collaborative Community Engagement. <br />145 <br />The Civic Engagement Task Force specifically mentioned the Civic Ideas program from <br />146 <br />Granicus that is used by the City of Edina. This program is designed to have residents generate <br />147 <br />ideas and comment on them. Granicus did not submit a proposal, but did give a presentation to <br />148 <br />committee members. The cost of the Civic Ideas program is $700 a month. <br />149 <br />All of these civic engagement programs would require an estimated 4 hours a week minimum of <br />150 <br />staff time to administer.
