But as most email users know there are a great many messages <br />198 <br />competing for our eyes. Communications need to be visually attractive as well as informative. In <br />199 <br />the Needs Assessment, staff identified easy to use e-newsletters as a key feature of our electronic <br />200 <br />communications. <br />201 <br />Unfortunately the City of Roseville’s current email notification system has little functionality. <br />202 <br />Text based emails can be formatted easily, but they make for dry communications. However, <br />203 <br />adding photos and other graphic elements is difficult. Sometimes the newsletters do not appear in <br />204 <br />residents’ inboxes as they look in the design program which results in communications with an <br />205 <br />unprofessional appearance. <br />206 <br />Also, the current system has no analytical component. While we know that there are more than <br />207 <br />600 subscribers to the weekly news update, staff cannot tell if an email was opened or if a reader <br />208 <br />clicks on a link to receive more information. This lack of analytics makes it difficult (if not at <br />209 <br />times impossible) to tell if our communications are effective. <br />210 <br />Each of the three website redevelopers offered an email notification system as part of its website <br />211 <br />redesign proposal.
