Regular City Council Meeting <br /> Monday,March 25,2013 <br /> Page 12 <br /> Discussion included whether to add a definition for permitted use or Conditional <br /> Use, or as a stand-alone use in those districts for warehouse distribution uses that <br /> were not processing anything; clarification that the vehicles were identified as the <br /> specific number related to operations, and not delivery trips per day or intended to <br /> address semi-trucks; and the need to provide code language to add criteria for <br /> Conditional Uses as well as permitted uses. <br /> Public Comment <br /> Mark Rancone <br /> Mr. Rancone sought to clarify the intent that this proposed text amendment did <br /> not preclude semi-trucks delivering raw goods or picking up goods, similar to <br /> those at existing retail stores. Mr. Rancone sought to ensure that such restrictions <br /> didn't occur, but that the language was intended to address delivery vans for a <br /> particular company. Mr. Rancone noted that the vehicles could and should in- <br /> clude service trucks, mechanical trucks for repairs, distribution vans, and employ- <br /> ee vehicles. Mr. Rancone provided several examples and the limitations of park- <br /> ing space available in most buildings that may be used for this purpose. <br /> Mr. Paschke clarified that the intent was for fleet vehicles used to distribute <br /> goods. <br /> Mayor Roe suggested that clarification also be included in any text amendment <br /> for enforcement by staff and as an information source for those using the code. <br /> Willmus moved, McGehee seconded, TABLING this item for concurrent discus- <br /> sion and action on it and the previous item as noted. <br /> Roll Call <br /> Ayes: Willmus; Etten; McGehee; Laliberte; and Roe. <br /> Nays: None. <br /> c. Adopt an Ordinance Amending the Text Pertaining to Chapter 1010 Sign <br /> Regulations of the City Code, Specifically for Canopy Signage and Tempo- <br /> rary Signs <br /> Mr. Paschke briefly reviewed this proposed text amendment to the City's Sign <br /> Regulations as detailed in the RCA dated March 25, 2013; noting the changes <br /> were specific to canopy and temporary signage and were a result of ongoing dis- <br /> cussions with business owners and existing proprietors. <br /> Canopy Siege <br /> Mr. Paschke advised that this amendment was intended to address those business- <br /> es (e.g. fuel stations with convenience stores) rebranding or refreshing their sign- <br /> age, with current code severely limiting the square footage allowances and chal- <br /> lenges they faced at some of those sites.
