Attachment A <br />1JOINT POWERS AGREEMENT <br />2Between the City of Saint Paul and City of Roseville <br />3For Wireless Network and Support Services <br />4 <br />5This is an Agreement by and between the City of Saint Paul, (hereinafter referred to as the <br />6“City”) a Minnesota municipality, through the St. Paul Police Department, (hereinafter referred <br />7to as the “SPPD”) and City of Roseville, Ramsey County, Minnesota (hereinafter referred to as <br />8“Roseville”) a political subdivision of the State of Minnesota. <br />9 <br />10WHEREAS, The City and Roseville, pursuant to the provisions of Minnesota Statutes §471.59, <br />11are authorized to enter into an agreement to exercise jointly the governmental powers and <br />12function each has individually; and <br />13 <br />14WHEREAS, The City and Roseville, pursuant to the provisions of Minnesota Statutes §471.64, <br />15are authorized to lease, sell, and buy materials between one another; and <br />16 <br />17WHEREAS, The City and Roseville have entered into agreements for Roseville to have the use <br />18of a CAD system owned by the City (“City CAD System”); and <br />19 <br />20WHEREAS, Roseville wishes to also utilize a Wireless Network for connectivity between <br />21Roseville’s Police Department’s laptops, and the City CAD System; and <br />22 <br />23WHEREAS, The City and Roseville have reached agreement on the terms and conditions under <br />24which the SPPD will extend its City CAD System access and the expertise of its Technology <br />25Unit staff to Roseville’s Police Department to help both parties achieve operating efficiencies; <br />26NOW THEREFORE, <br />27 <br />28IT IS HEREBY AGREED, by and between the parties as follows: <br />29 <br />30 <br />31 <br />I.Scope of Services <br />32 <br />33A. General Description of Services <br />34The SPPD, pursuant to authority set forth in the Saint Paul City Charter, Saint Paul City <br />35Codes and applicable State Statutes, shall provide Roseville a connection to the City <br />36CAD System for Roseville’s mobile CAD system. Additional services may be provided <br />37pursuant to the Additional Services Section, I-F of this Agreement. <br />38 <br />39B. System Description <br />Components <br />401) - The System consists the City CAD System and Records <br />41Management System (RMS). <br />42 <br />Support <br />432) - The System is supported by hardware such as servers, firewalls, and <br />44related network equipment as required to support the Application Programming <br />45Interface (API) between City CAD System and the Roseville mobile CAD <br />46system. <br />47 <br />1 <br /> <br />
