7.0 REVIEW OF THE COMPREHENSIVE PLAN: <br />3 7.1 The Comprehensive Plan guides the Northwestern College Campus as institutional (IN) <br />4 which is consistent with the on-campus improvements proposed as part of the PUD <br />5 Amendment. <br />6 <br />7 8.0 STAFF COMMENTS: <br />8 HISTORY: <br />9 8.1 Since the February/March Planning Commission hearings on this item, the Planning <br />10 Division has reviewed the RECORD to determine the specific actions by the City Council <br />11 (below and identified as Exhibits A— F). We conclude that Northwestern College <br />12 received approval on three SPECIAL USE PERMITS and VARIANCES (with <br />13 conditions) regarding construction of a dormitory and reduced parking. We further <br />14 conclude that Northwestern College received the approval of a PLANNED UNIT <br />15 DEVELOPMENT referred to a Phase II (with S conditions) that pertains to its anticipated <br />16 growth plan. Thus, the action necessary for the City to support the increase in student <br />17 population and anticipated improvements is an AMENDED PLANNED LJNIT <br />18 DEVELOPMENT. <br />19 <br />20 8.2 On June 9, 1975 the Roseville City Council approved a SPECIAL USE PERMIT and <br />21 VARIANCE to parking requirements, subject to 4 conditions, for the construction of two <br />22 donnitory structures housing 220 students each. The Planning Commission report refers <br />23 to the action as being a PLANNED LTNIT DEVELOPMENT, however the City Council <br />24 approval does not. The record also includes a general site development plan titled <br />25 "Comprehensive Site Plan Northwestern College" (Exhibit on file in Community <br />26 Development Department). <br />27 <br />28 8.3 On Apri19, 1979 the Roseville City Council approved a SPECIAL USE PERMIT and <br />29 VARIANCE to the parking requirements, with 4 conditions, for the construction of a 240 <br />30 unit, 480 student dormitory. This project approval replaced the 1975 approval that was <br />31 never constructed. The 1979 Planning Commission report refers to the action as being a <br />32 PLANNED LJNIT DEVELOPMENT, however the City Council approval does not. The <br />33 record does not include a general site development plan (Exhibit on file in Community <br />34 Development Department). <br />35 <br />36 8.4 On May 12, 1986, the Roseville City Council approved PHASE I of the Northwestern <br />37 College proposal (consisting of revised entrances and exits on Lydia Avenue, the <br />38 circulation road around the athletic field, new athletic field complex, and storage building <br />39 adjacent to the athletic field) subject to 9 conditions. On August 11, 1986, the Roseville <br />40 City Council approved a negative declaration finding that a full environment impact <br />41 statement was not required for the AMENDED PLANNED iJNIT DEVELOPMENT. <br />42 The City Council also approved a SPECIAL USE PERMIT and VARIANCE to parking, <br />43 subject to 8 conditions.
