2 6.0 OVERVIEW OF PROPOSED PUD AMENDMENT: <br />3 6.1 The proposed AMENDMENT to the 1986 PUD includes only the area that lies within the <br />4 existing 88 acre Northwestern College Campus. Of the total 88 acres, 36 lie in Arden <br />5 Hills and 521ie in Roseville (of which only 10 acres is Little Lake Johanna) and the <br />6 remaining 42 acres is Campus land. <br />7 <br />8 6.2 Currently, the campus has 12 academic buildings and approximately 514 faculty and staff <br />9 members to serve approximately 1,650 full-time equivalent students. Over the next 20 <br />10 years (perhaps longer), the amended PUD (if fully realized) would increase the number of <br />11 buildings to 19 to accommodate approximately 2,400 students and approximately 682 <br />12 faculty and staff employees. <br />13 <br />14 6.3 This request seeks support to add 750 students, an increase from 1,650 to 2,400 full-time <br />15 equivalent students, and to construct the facilities necessary to support this growth. The <br />16 Roseville portion of the campus includes three existing buildings. The Long Range <br />17 Master Plan and amended PUD proposed an additional residence building, a fieldhouse, <br />18 and a visitor's center. The plan also includes a 2-deck parking stnicture where the tennis <br />19 courts currently stand. <br />20 <br />21 6.4 None of the off-campus sites (i.e. Mel Johnson Media Center (KTIS)/student housing <br />22 directly south of the campus; student housing at 2980, 2924 — 2930, and 2906 Snelling <br />23 Avenue; and the Administration Building at 2803 Lincoln Drive) were included in the <br />24 Council's previous approvals and therefore are not a component of this PUD <br />25 Amendment. Each of these sites is regulated by its current zoning and Comprehensive <br />26 Land Use designation. The Mel Johnson Media Center and adjacent student housing is <br />27 regulated by PUD # 1254. <br />28 <br />29 6.5 The materials submitted for the application include the following documents: PUD <br />30 Application Report, Long Range Master Plan Report (developed: Winter 2003; updated: <br />31 Fall 2006), Storn�water Management Study, and Traffic and Parking Impact Study. <br />32 <br />33 6.6 The Traffic and Parking Impact Study indicates that developing the proposed on-campus <br />34 parking facilities should relieve "spillover parking on local streets east of Snelling <br />35 Avenue" and that adjustments in the scheduling of classes and other institutional practices <br />36 should help to reduce the traffic volume at key intersections during peak traffic hours. <br />37 <br />38 6.7 Finally, without developing the technical specifications necessary for implementation, the <br />39 Stormwater Management Study identifies several goals including preserving and <br />40 improving the quality of nearby bodies of water through best management practices <br />41 related to the treatment and control of storm water. The comprehensive storm water <br />42 management plan, which will be required as the amended PUD is implemented, must <br />43 have the approvals of the City Engineer and the Rice Creek Watershed. <br />44 <br />45 <br />PF07-002_RCA_092407 Page 4 of 10 <br />
