Roseville, MN - Official Website <br />upgrading of existing conditions in various scenarios; and timing of <br />proposed mitigation. <br />Councilmember Pust opined that upon completion of the college's <br />immediately proposed improvements, she anticipated mitigation for <br />increased traffic generation at that time, not ten years later. <br />Councilmember Pust clarified that, if she were to vote in favor of the <br />negative declaration for an EIS, her expectations were that the college <br />understood that if they were seeking to increase the traffic problem in the <br />neighborhood that she expected them to participate totally in the <br />solution, not just minimal solutions. <br />Mr. Paschke noted that background traffic considerations were included in <br />mitigation, not just college expansion; however, noted that the PUD <br />would solidify triggering mechanisms for improvements. <br />Mr. Schwartz concurred, and noted that the traffic modeling scenarios <br />used assume many different background growth considerations; and <br />included growth assumptions related to Twin Lakes redevelopment as <br />well and impacts to traffic in the area; and may be triggered based on <br />their growth alone (i.e., Lydia at Fairview). Mr. Schwartz opined that <br />turn lanes were much more necessary to College expansion that <br />triggering a signal at Lydia and Fairview, which was not indicated by <br />College expansion on its own. Mr. Schwartz noted that based on <br />projections for campus expansion, improvements at Snelling and Lydia <br />were triggered almost immediately. <br />Councilmember Pust clarified with Mr. Lindgren that it was consistent with <br />the College's understanding that their expansion would immediately <br />trigger improvements to the intersection of Snelling and Lydia and <br />funding for those improvements. <br />Mr. Lindgren advised that it was the College's intent to pay their <br />proportionate share. <br />Councilmember Ihlan noted comments from Engineer Dan Soler of the <br />Ramsey County Public Works Department regarding the intersection of <br />Lydia and Snelling that without campus growth, background growth <br />would indicate little impact to traffic. Councilmember Ihlan questioned <br />the City's jurisdiction for a County road; and assurances that the PUD <br />Agreement could make such traffic mitigation a condition. <br />Councilmember Ihlan further questioned cut-through traffic if a signal <br />were installed at Lydia and Fairview and negative impacts to those <br />immediate neighborhoods and residences. <br />http://www.ci.roseville.mn.us/archive.asp?AMID=&Type=&ADID=230 <br />Page 13 of 16 <br />09/24/2007 <br />
