Roseville, MN - Official Website <br />Councilmember Ihlan expressed her opinion regarding additional <br />inadequacies of the EAW, requiring an EIS, related to the size and <br />location of structures and square footages of the structures; defining <br />which plan was being presented; and the scope and nature of full-time <br />equivalent (FTE) student calculations and related traffic impacts. <br />Councilmember Ihlan further addressed potential tree removal; wooded <br />habitat and brush and grassland areas; and erosion and drainage issues. <br />Mayor Klausing recognized Councilmember Ihlan's preference for an EIS; <br />however, expressed his personal opinion and confidence that there was <br />no need for an EIS. Mayor Klausing sought comment from other <br />Councilmembers. <br />Councilmember Roe noted his extensive review of agency and citizen <br />comments and College responses; recognized the importance of the <br />document; and opined his satisfaction that responses to the comments <br />were substantive and applicable; and further opined that the EAW <br />appeared to be accurate and complete. Councilmember Roe opined that, <br />at some point, consideration was required to accept expert input on some <br />of the questions; and if there remained particular areas for individual <br />Councilmember concern that required additional s ecific information, he <br />was willing to make that request. Councilmember Roe advised that he <br />had read all the letters and responses, and expressed appreciation for the <br />input, and they served to answer the majority of his questions and made <br />reference to responses in the EAW questionnaire. <br />Councilmember Pust noted the original concerns raised in various <br />comments regarding vegetation, water quality and runoff; and opined <br />that those concerns were addressed to her satisfaction. Councilmember <br />Pust advised that her only remaining concern was timing of traffic <br />mitigation strategies and triggering mechanisms, as well as cost-sharing <br />for traffic mitigation. Councilmember Pust sought clarification for the <br />basis of emission statements and other items identified in underlying <br />reports, as referenced on page 5, paragraph 26 of college responses to <br />agency comments. <br />Steve Elmer, TKDA Consulting, Northwestern College Traffic <br />Engineer <br />Mr. Elmer addressed various micro-modeling and traffic simulating <br />software used in traffic analysis to determine emission outputs and <br />pollutants in specific maintenance zones and inclusion of the data in the <br />EAW appendix based on those reports. <br />Additional discussion ensued on mitigation measures planned and <br />http://www. ci. roseville.mn. us/archive. asp?AMID=&Type=&ADID=23 0 <br />Page 12 of 16 <br />09/24/2007 <br />
