Comment: Since the property was purchased in 1970, the College has built <br />several buildings, parking lots, and roadways without an environmental review. <br />Response: The College has built several buildings, parking lots, and roadways <br />since 1970. As noted in the EAW (Question 6. e), the College completed an <br />EAW in 1986. <br />14. Comment: The College is located on a peninsula surrounded on three sides by <br />Lake Johanna and Little Lake Johanna which includes��� mile of shoreline. <br />Response: Comment acknowledged. <br />15. Comment: The College is requesting a signi ':�`"W°�"int��ase in buildings and <br />roads bringing the percent of impervious su � es clos :�; 33% of total land <br />area. <br />Response: The Master Plan increases the percent of impervi - urfaces within <br />the project area by 17.4%, from approximately 21. 84 acres of irri�i.' : Y ious <br />surface of the 94.64 acre site (23% of total land area) to 25.65 acre of <br />impervious surface of the 94.64 acre site (27% of total land area). <br />Timothy Callaghan <br />Comment: Will the prese #::. <br />presented in April 2007, w� <br />athletic fields and Lydia bei <br />tic fields be compromised? If tree remov is necessary, it will be according to an <br />�� <br />approved Landscaping Plan that will be developed prior to project construction <br />and will be in accordance with the respective City ordinance requirements. <br />2. Comment: Has the petroleum storage tank near the proposed site of the parking <br />structure in Arden Hills been removed? <br />Response: There are no petroleum storage tanks near the proposed parking <br />structure in Arden Hills. The College does have two storage tanks that hold fuel <br />oil for its boilers. One tank is located inside the power house and the second <br />tank is located right next to the power house. <br />3. Comment: The proposed mitigation plan for traffic is not consistent with the <br />present plan for the construction of Lydia. The response from the City Engineer, <br />Debra Bloom, discussed this in detail. The EAW does not respond to the issues <br />that she raised. <br />Response: In direct response to comments presented by City staff at the <br />February 27, 2007, Public Works Transportation and Environment Committee <br />meeting, the proposed mitigation measures have been modified since the <br />original draft Master Plan. Those comments regarding Lydia Avenue were <br />addressed via the following additional mitigation measures and revised wording <br />as documented in the revised Traffic Study (Attachment 7 of the Draft EAV1�: <br />TKDA Project No. 13529.002 Page 7 Draft Date: Ju/y 9, 2007 <br />
