Cul- de- sacs longer than 500 feet are not <br />permitted by code. Also, the code requires any cul-de-sac longer than 200 feet to have a 100 foot radius <br />turnaround. We need to discuss how this will be addressed through the City's prior to supporting this <br />proposal. As we discussed, this would not be a condition of approval, rather we should include the <br />connection to the south as a part of the 2008 update Comprehensive plan update. This cul- de- sac would <br />then be an interim measure. <br />We had requested that the developer construct a 28 foot wide face to face street that widens out to 32 feet <br />wide from the crosswalk to the terminii of the road. This is to accommodate parking. This should be a <br />condition of approval. To address any concern about cost, the street width can be narrowed to 26 feet <br />wide in areas where there is no parking, and widened to 32 feet where there is parking. I would suggest <br />the following condition: The developer shall construct a 32 foot wide street to accommodate parking <br />between the Mt. Ridge Road right- of- way and the terminus of the public street. <br />Connections to the City's pathway system are important, the proposed plan does not include a sidewalk <br />connection to Cleveland Avenue, it also shows the connection to Brenner as "constructed by others". To <br />meet the intent of sidewalk connectivity, both of these sidewalks should be constructed as a condition of <br />approval. Public sidewalk can be designed in one of two ways. The first being a 6 foot concrete sidewalk, <br />with a 6 foot boulevard when located along a street, if this is not possible, than it shall be an 8 foot wide <br />concrete sidewalk attached to the back of curb. The cross slope on the walk shall not be greater than 2%. <br />Suggested condition: The developer shall construct sidewalks along the entire length of the street, <br />with a sidewalk connection to the north on the Mt. Ridge Road right- of- way. <br />The pathway behind the buildings shall be 10 feet wide for its entire length. This is to enable trucks to be <br />able to pull around the building for maintenance purposes. Suggested condition: The developer shall <br />construct a 10 foot wide pathway behind the building for maintenance purposes. <br />We have further reviewed the City's shoreland ordinance and found that there is an exception to the hard <br />surface setback for pathways. (see section 1016.16a note 5) However, the pathways should be as far <br />from the wetland boundary as feasible. No suggested condition. <br />The wetland located to the south of the building is an important water resource. We believe that the <br />pathway will allow residents to enjoy this natural area. W ith the exception of a 2 foot maintenance strip <br />adjacent to the pathway, we would like this area to be maintained as a natural vegetation buffer. <br />Suggested condition: With the exception of a 2 foot maintenance strip directly adjacent to the <br />pathway, the developer shall leave a natural vegetation buffer along the south side of the pathway <br />behind the building <br />Please let me know if you have any questions regarding this information. <br />• Page 1 <br />
