The proposed use is an appropriate use for the site and is compatible with surrounding uses. Health, Safety, General Welfare. There appears to be no impact on general public health, safety, and welfare. Comprehensive Plan. The change in use from a computer store to a pet store is compatible with the Comprehensive Plan designation as a shopping center use. STAFF FINDINGS: Section 1013.01 outlines the process and standards for issuance of a conditional use permit. In reviewing this request, staff has made the following findings: a b. c d. e. The use of the property as proposed will have little or no impact on traffic in the area. The use of the property as proposed will not have an impact on parks, streets and other public facilities. The use of the properiy as proposed will be compatible with contiguous properties. The use of the property as proposed will not have an adverse impact on the market value of contiguous properties. The use of the property as proposed will not have an adverse impact on the general public health, safety and welfare. f. The use of the property as proposed is consistent with the City of Roseville's Comprehensive Plan and Title 10 of the City Code (Zoning), including the City's design standards. 6.0 STAFF RECOMMENDATION: 6.1 Based on the findings outlined in Section 6 of this report, staff recommends approval of the request for a CONDITIONAL USE PERMIT to allow PetSmart to occupy the former Comp USA tenant space within Rosedale Commons shopping center, 2480 Fairview Avenue, subject to the following conditions: A.
