The proposed use is an appropriate use for the site and is compatible with <br />surrounding uses. <br />Health, Safety, General Welfare. There appears to be no impact on general public <br />health, safety, and welfare. <br />Comprehensive Plan. The change in use from a computer store to a pet store is <br />compatible with the Comprehensive Plan designation as a shopping center use. <br />STAFF FINDINGS: <br />Section 1013.01 outlines the process and standards for issuance of a conditional use <br />permit. In reviewing this request, staff has made the following findings: <br />a <br />b. <br />c <br />d. <br />e. <br />The use of the property as proposed will have little or no impact on traffic in the <br />area. <br />The use of the property as proposed will not have an impact on parks, streets and <br />other public facilities. <br />The use of the properiy as proposed will be compatible with contiguous <br />properties. <br />The use of the property as proposed will not have an adverse impact on the market <br />value of contiguous properties. <br />The use of the property as proposed will not have an adverse impact on the <br />general public health, safety and welfare. <br />f. The use of the property as proposed is consistent with the City of Roseville's <br />Comprehensive Plan and Title 10 of the City Code (Zoning), including the City's <br />design standards. <br />6.0 STAFF RECOMMENDATION: <br />6.1 Based on the findings outlined in Section 6 of this report, staff recommends approval of <br />the request for a CONDITIONAL USE PERMIT to allow PetSmart to occupy the former <br />Comp USA tenant space within Rosedale Commons shopping center, 2480 Fairview <br />Avenue, subject to the following conditions: <br />A.
