-� <br />0 <br />Vlemorandum lo JefF Agnes and Janue Swanson <br />Subject: Supplementa] Traffic Revie�v fior Outlot 81 Concept PUU for Har Vlar Shoppin� Center <br />Page 7 of 9 <br />Noven�ber 15, 2007 <br />Future Safety Conditions with Prpposed Outlot 81 PUD <br />As presented in the previous section, the existin, right tw�ns out at the westerly right turn access <br />and eastbound u-turns at the County Road B/main access intersection presently opecate at a high <br />level of safety. Based on our investigation, the proposed PUD for outlot 81 will not significantly <br />alter this existing high Icvel of safety for the fotlowing reasons: <br />• As shown in Fiaure 1, tl�e proposed outlot 81 PUD will not alter the number of eastbound <br />U-illI'Ci� ai i�'i2 C6Ullty' Rvaii °uiiiiaiii aC�i.SS lili2]'S2Ct1011. <br />• The proposed outlot 81 PUD also will not alter the movements, which include westbou»d <br />through and southbound right turn movements, that directly interact with the u-tur�is. <br />• The only movements that will experience a slight increase in ti•aftic volume ai•e <br />eastbound right turns, westbound left turns, northbound left turns, and northbound right <br />turns. None of these movements directly interact with eastbouud u-turns. For example, <br />when the nocthbound left turns have a green indication, the eastbomid u-turn and left turn <br />movements have a red indicatian. <br />• As indicated in Figure 2, the proposed outlot 81 PUD will not alter the existing level of <br />service for any of the movements. <br />Based on the data presentcd in Table 1, it is impoitant to note that less than half the existing u- <br />turns a�-e made by motorists who have exited from the Har Mar site. Thus, more than half the u- <br />turns that presently occur, includinb those made during the time periods when u-turns are <br />prohibited, still would occur if the ribht turn out fi•om the Har Mar site were eliminated. <br />Though our analyses have clearly demonstrated no safety problems oc:cur due to u-turns by <br />motorists exiting from the Har Mar site, Har Mar managernent will install a guide sign on their <br />site to help direct some of the motorists presently exiting at the right turn access and making a u- <br />turn at the main access to use the main access for exiting puiposes. Figure 3 presents a <br />conceptual plan reb�u-din� the location and message for such si�ning. <br />
