The EAW nolse analysis does not appear to <br />consider this. <br />We have calculated the distances from the various activitles on the proposed Bituminous Roadways site <br />and adjacent property. We calculated the impacts of one, two three and four crushers on the adjacent <br />properties using the following formula: <br />dB(A) = 10 x Log�p{l0io + l0io +•�� 10�o)dB <br />The EAW did not provide a site plan for the proposed Bituminous Roadways site. To determine <br />potentiai trusher locations we �sed a preliminary site plan presented at a May 6, 2009 Roseville <br />Planning Gommissfon meeting (Attached). We assumed the crushers could be located near any activity <br />on the proposed site because the permit does not prescribe where the crushers can be locaied. We <br />measured the distance from the potential crusher locaqons to our property, our buiiding and the center <br />of the building. We made similar measurements for other nearby properties. 7o calculate the noise <br />levels for one crusher, we used the equation provided in the EAW: <br />dB�a)3 = d BIA)i — 201ogio (��/��) <br />Our talculat(ons assume 82 dB(AJ at a distance of 50 feet (rom the crusher. For two crushers we used <br />^ the formula for summing dB�A) levels and added tAe crusher from the site indicated with the averege <br />d8(A) level For all crusher noise impacts at thai location, The three crusher sum includes the high a�d <br />low trusher while the four crusher sum includes the crusher inditated and the high, average and low <br />crusher values to estimate the Impac[s of several crushers located at proposed site. Attachment 2 <br />provides our results. <br />One crusher located at the asphalt rubble pile violates the L50 noise standard for commercial property <br />at our property line. Three and four crushers opereting simultaneously would violate the l50 standard <br />at our building, even though our analysis does not consider the impacts of other equipment operating <br />simultaneously with the trushers such as tonveyor bel[s, front end loaders, trucks, dust collec[or fans <br />and dryers. Our analysis shows violations of the commercial L50 standard at the Walnut Street <br />Warehouse, International Paper, Otd Dutch Foods, and Bonestroo Rosene Anderlfk. . <br />The EAw d(d not consider the noise impacts irom truck and reil traffic which can be significant. 7ypical <br />nolse levels from heavy dury trucksat SO feet can range from 76 dB(A) at 10 miles per hour to over 86 <br />dB�A) al SO miles per hour. <br />The most recent 2009 Minnesota Department of Transportation (MNDOT) averege daily tre�c volume <br />numbers show 3,700 vehides per day on Terminal Road and 3,000 vehicles per day on Walnut Street. <br />The increased truck troffic from the proposed 8ituminou5 Roadways plant will increase traffic on <br />Terminal Road by 15% and on Walnut Street by 189'0. A 10% increase in traffic volume increases noise <br />levels by D.5 dB a�d a 20Yo increase in Ira�c volume increases noise levels by 1.0 d8.
