The redevelopment proposal will include public connections to the park, either <br />through or adjacent to the site; private and public trails and sidewalks will be <br />incorporated into the project. <br />c. Storm water management will be addressed consistent with City Code and the <br />Rice Creek Watershed. <br />d. Final plans (platting) will include the necessary right-of-way for Mount Ridge <br />Road and Twin Lakes Parkway. <br />e. Twin Lakes Parkway and Mount Ridge Road/Prior Avenue will be the primary <br />access to the site and incorporated (to the extent possible) into final plans. <br />McGough acknowledges their share of the public infrastructure cost as identified <br />in the allocation study. <br />g. Additional landscaping and/or buffering will be considered; potential increase in <br />single story office/laboratory building. <br />TRAFFIC CONCLUSIONS AND RECOMMENDATIONS <br />9.8 The City's Traffic Engineer, Craig Vaughn, SRF, has reviewed the proposed development <br />and provided a full traffic review in the attached February 28, 2008 memo. What follows <br />is a summary of the report's conclusions and recommendations. <br />9.9 All key intersections cunently operate at an acceptable overall LOS D or better during the <br />a.m. and p.m. peak hours with existing traffic controls and geometric layout. <br />9.10 The proposed development will be complete in 2010. Therefore, traffic forecasts were <br />first developed for year 2011. The traffic generated by the Cleveland Avenue Hotel was <br />also included in the year 2011 build traffic forecast and analysis. It was assumed that <br />internal roadway configuration l, described below, was in place for this analysis <br />Build Twin Lakes Parkway from Mount Rid�e Road to Prior Avenue (no connection <br />to Cleveland Avenue or Fairview Avenuel <br />• This includes constructing Mount Ridge Road from Twin Lakes Parkway to <br />County Road C2 and improving Prior Avenue from Twin Lakes Parkway to <br />County Road C. It should be noted that the internal intersections linking Prior <br />Avenue to Mount Ridge Road are assumed as roundabouts. <br />These improvements provide access from the proposed development to County <br />Road C2 and County Road C, not directly to Cleveland Avenue at a future Iona <br />Lane (as depicted in Figure 4). <br />This is anticipated to be an interim condition. <br />PF08-001_RPCA_GeneralConcept030508.doc Page 6 of 14 <br />
