Deliveries and/or delivery truck access, in and on the site during the hours of ten o'clock (1 D: 00) P.M. to seven o'clock (7: 00) A.M., shall be linaited to single unit, two (2) axle vehicles not in excess of twenty six thousand (26, 000) pounds gross weight. The designated route shall keep vehicles at least three hundred feet (300) away from any residential district boundary, or be contpletely screened by a building, wall, landscaped bernz, fence, or con�bination thereof from a point fourteen feet (14) above the ground at the outside edge of the truck route lane to a poirrt ftve feet (5) above the frrst floor (main level) of the adjacent residences. The circulation route for this site has long been established. The proposal utilizes these same accesses to the site and shared with Roseville Center (east). The buffer areas will include screening and specifically the north buffer where coniferous trees will be planted. The Planning Division will work with Roundy's on truck delivery times and does not see the need for additional buffering or screening. Pedestrian connections have been proposed, however the DRC desires that the connection from Larpenteur Avenue be located along the east side of the site. 6.19 § 1006.OSE. Off-Street Parking: Off-street parking requirerrients shall be as listed in Section 1018, and in addition: Where a twenry four (24) hour use is within three hundred feet (300) of a residential district, that portion of the site within 300 feet shall provide screerring of parking and driving areas adjacent to residentiul areas. The screening, which must have a nainimunz opacity of ninery percent (90%) year-rottnd and a minimuni height of six feet (6), may be provided by lancl.scaping, walls, fences, bernts, or combinations thereof. 2. The Planning Division has determined that the only area impacted by the redevelopment proposal is the north side, which area includes a steep slope that will be landscaped with coniferous trees. Although residential lies west and south of the subject parcel, they are separated by public streets that have much greater vehicle movements than the dock area would. The existing dock has been in place for many years with no known neighborhood concerns (specifically the past 9 years). The Planning Division supports the buffer and screening as proposed.
