He reviewed: <br />a. <br />b. <br />f� <br />f. <br />Impact on traffic <br />Impacts on parks, streets and other public facilities <br />Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />Impact of the use on market value of contiguous properties <br />Impact on the general public health, safety and welfare <br />Compatibility with the City's Comprehensive Plan <br />15 6.1 Based on the information and findings provided in Section 4 and 5 of this project report, the <br />16 City Planner recommended approval of a conditional use permit to allow Oops Theater to <br />17 utilize/occupy a portion of the existing banquet area (Twin Cities Room) in the lower lever of <br />18 Big City Tavern, 2801 Snelling Avenue, subject to the following conditions: <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />a. <br />@� <br />� <br />The owner (Big City Ventures LLC) must enter into a"Proof of Parking Agreement" <br />with the Community Development Department per Section 1018.12 of the Roseville <br />City Code. <br />The theater must store all props and displays within the building or within a screened <br />enclosure on the premises approved by the Community Development Department. <br />The theater signage will be considered separate and must meet the requirements of <br />Section 1009 of the Roseville City Code. <br />All performances of the theater must occur indoors. <br />Chair Traynor asked the applicants or public for comments regarding the proposal and the staff <br />report (none). <br />35 Member Wozniak asked if, by making extraordinary parking requirements on adjacent <br />36 properties, should there be a cross walk on Lincoln Drive. Thomas Paschke will investigate the <br />37 requirements for cross walks — there are no sidewalks along the east side of Lincoln in this area. <br />38 <br />39 Member Boerigter asked if the shared parking requirements and agreements should be written <br />40 and recorded. Mr. Paschke said there would be a document on file. <br />41 <br />42 Member White noted the theater use will increase the use of the building and parking. How will <br />43 patrons arrive? (bus or car) Thomas Paschke explained that the parking demand over time by <br />44 substituting the theatre for the existing events reception area. The theatre does plan on bussing <br />45 patrons to the site. Member Wozniak asked how the fenced Ford dealership would be used as <br />46 overflow parking. <br />
