They have the right to invite city staff in to look <br />13 nt an issue and may request it be an nnonymous complaint, nt which point we <br />14 cnnnot give this information to the property owner because of Data <br />15 Prnctices. The property owner muy object to the inspection nnd, then what <br />16 do we do? He may insist he be present, then there are delays and <br />17 intimidation issues. The increase of <br />21 small (mostly single fomily) rental properties hns become a neighborhood <br />22 issue nnd concern of single family property owners over the past 3-5 yenrs. <br />23 Property owners generally do not like to see their neighborhood go rental, <br />24 but whnt gets them upset is the disruption to the penceful livability of the <br />25 neighborhood the rental properties cause. The cause of the disruption and <br />26 nature of the complaints is usually overcrowding within the rental (having 6- <br />27 8 renters, 6-8 cars, etc.). Over and over the same scenario plays out; we tell <br />28 the compininant we suspect the renters are in violntion of City Code but that <br />29 the City has no nuthority to enter the rental nnd enforce this provision. <br />30 Then they get even more upset. "Why can't you protect us from these? They <br />31 nre businesses detracting from our neighborhood. Roseville used to be a nice <br />32 place to raise a fnmily, not anymore!" This has been a very frustrnting issue <br />33 for property owners and city staff alike.
