MORE <br />10 from Don, John, and Rick! <br />11 <br />12 The goal of the program is to protect neighborhood (property values and <br />13 livability) quality and investment (from those few business (rentnl) <br />14 properties that would otherwise not cnre about the negative impact their <br />15 rental property has on n neighborhood) in nll homeownership as well as <br />16 ensure thqt all residents have access to u quality, safe living environment. <br />17 We must be aware of, nnd act on, the fact that there do exist absentee <br />18 slumlords out there who are only interested in turning a profit nnd don't care <br />19 who they tnke advantnge of or hurt, whether it be their own renters or <br />20 adjoining property owners. <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />Whnt are the numbers? <br />Based on Ramsey County Assessor's tnx records and Roseville utility billing <br />records the following are estimates of Roseville 1 to 4 unit rental housing <br />structures: <br />In June 2002 - there wQS 154 non-homestend single family properties. <br />In Jnnunry 2005 - there was 274 non-homestead single family properties. <br />In June 2005 - there wns 413 non-homestead single family properties. <br />34 This is a 168% increase in the last 3 years (June 2002 to June 2005) and a <br />35 51% increase in the past 6 months (January 2005-June 2005). Not all non- <br />36 homestead properties are rentals but staff estimutes conservatively, based <br />37 upon June 2005 numbers thnt approximately 45% to 50% of the non- <br />38 homestend single family properties ure rental. In addition, it is estimated <br />39 that another 100 units of homestead properties nre rentals based upon <br />40 differences in ownership name and water bill name for the snme address. <br />� <br />
