Page 1 of 1 <br />Cathy Bennett <br />From: Vince Lang Sent: Tue 1/17/2006 2:08 PM <br />To: Cathy Bennett , ,,,,,;;;,, �„ , <br />CC: *RVCouncil <br />Subject: Proposed Renial Licensing Program <br />Attachrt�ents: <br />As a 30 plus year resident of Roseville and an owner of two rental properties in <br />Roseville, I am writing to object to the full proposal concerning rental licensing. <br />My main oblection is your requirement to have housing inspectors inspect my <br />buildings on a yearly basis. !f your proposal is aimed at only four units or less, it would seem <br />to be very discriminatory, in my opinion. It would also increase the cost in the portion of the <br />rental rnarket that can least afford it. I understand that you want to do this so you can insure <br />that homes are up to code and safe far the renters. I agree that renters should be safe and <br />buildings should be up to cade. Mine are! <br />I own rental property in St. Paul. I am required to pay a yearly license fee for each <br />property and it is NOT inspected on a yearly basis. It is my understanding that it is done <br />main�y to insure that the city knows who the owner of the building is. They use this for 911 <br />purpcses and snow emergency notification, or city comp(aints. There are already laws in <br />place to handle complaints and I am sure this is also true in Roseville. <br />I can understand Rosevilfe also wanting to know wha the owners of rental properties <br />are s� that you can contact them for emergencies or complaints. <br />I can understand a yearly license fee to keep this information current. But I am totally <br />oppcsed to unnecessary and yearly inspections. As a small business owner, I am already <br />getti� �� a tremendous squeeze from property taxes to trash hauling anc! maintenance, etc. Ifi <br />is v� ;� difficult to continue this property as a going concern as these costs keep escalating <br />faste; �han I can raise the rent. <br />These additional costs that are continually attached to rental properties in the long run <br />may '::ave a very detrimentai affect on affordable rental housing in Roseville. <br />You may contact me at this e-mal address. <br />Vince Long <br />/ <br />
