To Cathy Bennett, HRA, City of Roseville <br />I will be unabie to attend the HRA meeting on January 17, 7:00 P.M., but <br />want to make the following comments about the proposed rental housing <br />licensing. <br />I am troubled by tl�e appearance of the proposal having started with <br />complaints from about the 160 residents who attended neighborhood <br />meetings last year. If the issues are truly concern for property appearance <br />and maintenance, it seems to me these are issues which should be <br />universally addressed toward ALL one to four unit housing properries, <br />before enactment of licensing of rental properties. <br />An effort to encourage property maintenance consistently, throughout the <br />city, might be a more appropriate approach, since rental properties are a <br />very small percentage of single family residences. 1 would prefer to see <br />this considered, before attempting to control rentai properties. <br />For example, in my ow�n immediate neighborhoad, Woodhill Drive, <br />Churchill, Oxford and Lexington, there are at least seven properties with <br />unmowed lawns, uncontrolled weeds and shrubs, peeling paint, poorly <br />maintained gutters, unattractive "junky" looking material in front yards, <br />and what I suspect is illegal storage of boats and trailers, etc. I have very <br />rarely reported any of these conditions to code enforcement (not wanting <br />to appear to be an obnoxious neighbor) and see little or no change over <br />months or years of any improvement. These are all owner occupied <br />properties, to the best of my knowledge. There are many more owner <br />occupied properties in Roseville, than the one to four unit rental <br />properties; therefore they have a much larger impact on the appearance <br />and quality of maintenance in our city. <br />If all properties were reviewed by enforcement, many of the major <br />problems could be eliminated, without necessazily separately identifying <br />any one segment of our population. <br />We have owned and lived at this address since June 1962.
