Mr. Paschke reviewed the actual sites; and the conditions <br />and provisions outlined for each site. <br />Staff recommended approval of a FIVE-YEAR ITERIM USE PERMIT EXTENSION <br />for the eight sites: Bethany Baptist Church, 2025 W Skillman Avenue; Centennial <br />United Methodist Church, 1524 County Road C-2; Church of Corpus Christi, 2131 <br />Fairview Avenue N; Grace Church of Roseville, 1310 W County Road B-2; Roseville <br />Covenant Church, 2865 N Hamline Avenue; Roseville Area High School, 1940 W <br />County Road B-2; St. Michael's Lutheran Church, 1660 W County Road B; and St. <br />Rose of Lima Catholic Church, 2048 N Hamline Avenue; allowing for temporary off- <br />street parking of vehicles and bus transportation to the Minnesota State Fair <br />Grounds. <br />Mr. Paschke entered in the record his receipt of several e-mails, equally supporting <br />the permit and one indicating concern related to parking off and on site and <br />containing parking on the site. Mr. Paschke advised that he would prefer to monitor <br />the sites to determine if there was an actual issue regarding off-site parking (on- <br />street parking in residential neighborhoods). <br />Discussion included an significant changes to conditions from the previous permit; <br />addition of condition 7.1(j) regarding an extension of the time''frame specific to each <br />site; timing of cars parked on rights-of-way and in front of homes; discussion of the <br />Grace Church site and adjacent School District property; time for transit services and <br />their actual hours of operation; allowances at church sites''for flexibility depending on <br />other activities and/or services at the church (i.e. funerals); handicapped accessible <br />sites; frequency of Police Department calis to any of the sites; and recycling <br />availability on sites. <br />Discussion ensued regarding adding a condition for adding trash and recyclable <br />containers at each site to encourage recycling. <br />Mr. Paschke noted the separations problems encountered by those maintaining the <br />sites. ' <br />Public Comment <br />Bob Ethan, St. Rose of Lima parking participant <br />Mr. Ethan advised that the Eair ,provided a special lot for handicapped accessible <br />buses for transport. <br />Mr. Ethan advised that he was not aware of any Police Department calls to his <br />specific site, other than for assistance when keys were locked in a car. <br />Mike Schneider, 35-year Roseville Resident; 60-year Concessionaire at the Fair <br />Mr. Schneider advised that the Fair currently only has recycling at the fairgrounds for <br />vendors; due to the labor-intensive process in separating co-mingled items. <br />Mr. Schneider also spoke in support of the park and ride sites, noting that he lived <br />near the Centennial Methodist Church site, and spoke of their efficiency and ease for <br />attending the fair; their safety; and good neighbor acceptance. <br />Robin Chultapot??? — several houses down from Centennial <br />Mr. Chultapot??? Expressed his appreciation for the opportunity to use the shuttle <br />bus service; however, expressed concern that a more elaborate method for <br />mitigation of on-street parking issues be found, opining that often cars were parked <br />almost directly in front of his driveway, making access and visibility a concern. <br />
