4.0 REVIEW of REQUEST: <br />4.1 On March 4, 2002, the Minnesota State Fair received approval for a five year INTERIM <br />USE PERMIT (IUP) allowing the operation of park & ride lots on seven properties in <br />Roseville during the State Fair (two weeks in late August and early September). The <br />properties include Bethany Baptist Church, Church of Corpus Christi, Grace Church of <br />Roseville, Roseville Covenant Church, Roseville Area High School, St. Michael's <br />Lutheran Church, and The Church of St. Rose. <br />4.2 On June 2, 2003, the Minnesota State Fair received approval to amend the original IUP to <br />include Centennial United Methodist Church as a park & ride site. This IUP was <br />combined with the original IUP and given a September 2006 expiration date or the ability <br />to extend prior to expiration. <br />4.3 The current request by the Minnesota State Fair seeks a five year extension on all eight <br />sites within Roseville that are under the control of the previously approved IUP. <br />5.0 STAFF COMMENTS: <br />5.1 Prior to February 2002, the Fair operated park & ride facilities at certain sites in Roseville <br />for many years. However, in 2001, the City received complaints from residents adjacent <br />to Bethany Baptist Church concerned about vehicle noise and Fair patron conduct. This <br />complaint prompted the Community Development Department to review the situation, <br />determining that an IUP was necessary for the seven 2002 sites and the subsequent eighth <br />site. <br />5.2 In 2004 the City Planner conducted numerous inspections of the park and ride facilities, <br />finding no inappropriate activities or violations to any of the required conditions. <br />Subsequently, staff received support from the Council to review and report to them only <br />when issues arise. <br />5.3 Each park & ride lot will include the following items: <br />• Staffing provided by Minnesota State Fair employees and volunteer groups that <br />are paid by the Fair. Staffing needs are dependent on the size of the site and the <br />number of spaces provided. <br />• Two-way radio communication with park & ride supervisor (hourly radio security <br />checks beginning at 8 p.m.). <br />• Provision of portable restrooms and trash containers (emptied daily). Minnesota <br />State Fair is responsible for cleaning lots. <br />• 10 foot by 10 foot tent to provide shade for those waiting for transportation to Fair <br />Grounds. <br />PF3768_RCA_072406.doc Page 2 of 6 <br />
