Directional signage is limited to 2-1/2 foot by 3 foot signs directing people and vehicles on to each site and "lot full' signs placed at each entrance for patron convenience. Coach or transit bus service to operate in 15 to 20 minute intervals from 8 a.m. to 10 p.m. each day during the Fair. Bus service contracted with Metro Transit and/or Lorenz Bus Company. Provision by each property owner of a certificate of insurance with the State of Minnesota Risk Management Division for liability. 5.4 The Minnesota State Fair has provided a letters from all sites seeking inclusion as a park & ride lot during the 10 day State Fair. 5.5 A site plan indicates the parking area and number of spaces to be used for the park & ride and an aerial photo provided by the City identifies the premises and surrounding neighborhood. G.0 STAFF FINDINGS: 6.1 The proposed INTERIM USE (two weeks per year) of EACH property for temporary off- street parking of vehicles and bus transportation to the Fair Grounds will have a minimal impact on each site's parking and traffic in the area. Most activity will take place during off-peak hours. 62 The proposed INTERIM USE of EACH property for temporary off-street parking of vehicles and bus transportation to the Fair Grounds will not have an impact on parks, streets and other public facilities. Each site is required to have temporary bathroom facilities and there is no need for use of public or private utilities. Bus pick-up for Centennial United Methodist will be internal to the premises, with buses entering the site and pick-up generally by the tent. 6.3 The proposed INTERIM USE of temporary off-street vehicle parking and bus transportation to the Fair Grounds on EACH property is an appropriate use of each (8) site and is a compatible use with contiguous properties. Traffic volumes in the area will increase slightly during the two-week period, but measures will be taken to use only collector streets, not local residential streets. 6.4 The proposed INTERIM USE of EACH property for temporary off-street parking of vehicles and bus transportation to the Fair Grounds will not have an adverse impact on the market value of contiguous properties.
