5.0 STAFF COMMENTS/FINDINGS: <br />5.1 City Code § 11.0404 E states: Three Parcel Minor Subdivision: When a subdivision <br />creates a total of three (3) or less parcels, situated in an area where public utilities and <br />street rights of way to serve the proposed parcels already exist in accordance with Ciry <br />codes, and no further utiliry or street extensions are necessary, and the new parcels meet <br />or exceed the size requirements of the zoning code, the applicant may apply for a minor <br />subdivision approval. In this case Parcel "A" and "B" meet all requirements of the Citv <br />Code. However, an access easement for a portion of the existing driveway to the <br />principal structure on Parcel "A" will be required on Parcel "B". <br />5.2 City Code §1004.O1A6 (Maximum Total Surface Area) limits all single and two family <br />residential lots/parcels to a maximum total impervious coverage of 30% of the respective <br />lot/parcel. In the case of the proposed MINOR SUBDIVISION, Parcel "B" would be <br />afforded up to 3,350 sq. ft. of impervious coverage, while Parcel "A" would be limited to <br />just over 5,000 sq. ft. These totals meet the maximum lot coverage requirements of 30%. <br />5.3 City Code § 1004.016 (Residential Dimensional Requirements) establishes the minimum <br />lot standards for residential parcels, which includes: on an interior lot, an 85 foot <br />minimum width along a public right-of-way; a 110 foot minimum depth; and 11,000 sq. <br />ft. minimum. On a corner lot the width and depth are both 100 feet along the public <br />street, the lot area is to be 12,500 sq. ft. <br />6.0 RECOMMENDATIONS: <br />6.1 The Community Development Staff recommends approval of a MINOR SUBDIVISION <br />to allow the creation of two standard parcels at 156 Woodlynn Avenue, based on the <br />findings in Section 5 of the project report dated October 4, 2006 and the following <br />conditions: <br />a. The provision of a 10 foot wide utility and drainage easement around the <br />perimeter of the parcel and a 5 foot wide utility easement along the newly created <br />interior property line. <br />b. The City policy is to require payment of the Metro Area Sewer Availability <br />Charge (SAC) upon the issuance of a building permit. In this case, a$1,500 SAC <br />fee is required per new parcel and will be collected with the issuance of a building <br />permit for Parcel "B". <br />c. Park dedication fee may be required per the recommendation of the Park and <br />Recreation Commission. <br />d. For Parcel "A", the applicant must create and record a driveway access easement <br />over a portion of Parcel "B as depicted on the drawing dated September 13, 2006. <br />PF3786_RCA_100906.doc - Page 3 of 4 <br />
